Marriage certificate

Marriage certificate means the document issued to the natural person (citizen of the Republic of Moldova, foreign citizen, stateless person) following the registration of the marriage document or its modification (the terms and tariffs in case of modification will be seen by additionally accessing the link).

The marriage certificate is issued as a result of amendments to the data in the marriage document which are entered in the marriage certificate. The inscription 'Duplicate' shall not be entered on the form of the marriage certificate issued after amendment of the marriage document. The marriage certificate issued after amendment of the marriage document shall be accompanied by the notice concerning the amendment or annulment of the marriage document.

Duplicate marriage certificate

Duplicate marriage certificate means the marriage certificate issued repeatedly on the basis of the marriage document (in the following cases: when the certificate is damaged; when the certificate is lost; when a new model certificate is requested in connection with its transcription in Latin script). Duplicate marriage certificates are issued on request and have the same legal value as certificates issued at the time of registration of the marriage document.

The certificate/duplicate of the marriage certificate is issued on the basis of the applicant's application:

the holder of the respective civil status document;
first- to second-degree relatives (proof of the degree of kinship is provided by civil status documents or civil status certificates);
the legal representative of the person who is limited in capacity or in respect of whom a legal protection measure has been ordered by a court judgment (guardian or curator);
the authorized representative by notarized power of attorney in the name of the natural person, or by power of representation based on electronic signature, recorded in the Register of powers of representation based on electronic signature (MPower).

Step 1. Submitting the application
The application shall be submitted in the following ways:
1) online - by clicking the Apply button. The online service is accessible for people with an electronic or mobile signature;
2) at the Civil Status Department's Directorate for Hearing and Issuing Civil Status Documents (Chisinau mun., 11/1 M.Viteazul Street, 2nd floor);
3) at the Civil Status Service in the applicant's place of residence, including within the Multifunctional Centre of the Public Services Agency;
4) at the Diplomatic Missions or Consular Offices of the Republic of Moldova accredited abroad (DMCO);
5) at the Unified Public Service Delivery Centers (CUPS) within the Local Public Authorities.
When submitting the application, the MDelivery delivery service can also be requested, which ensures the delivery of the civil status document directly to the applicant's place of residence, both in the Republic of Moldova and abroad.

Step 2. Paying for the service
Payment of the tariff for the requested service through the Government Electronic Payment Service MPay.
In accordance with the provisions of Article 3 letter b) of the Law no. 213/2023 on the state tax, the issuance of the certificate/duplicate of the certificate of civil status document is subject to state tax, except in cases of exemption from the state tax (persons who benefit from free public civil status services in the manner established by GD no. 966/2020 on the services provided by the PSA).

Step 3. Processing and Examination
Creating the civil status document request application in the electronic program/Receipt of the request application for a civil status document and its relevant documents. Identifying civil status documents based on the civil status document request application in the available technical programs and in the paper-based archival fonds.
Making changes/rectifications in the civil status document on paper and updating it in the information systems.
Issuing the certificate/duplicate certificate of the civil status document.

Step 4. Picking up the certificate
The certificate/duplicate of the certificate from the civil status document shall be handed over, against signature, either in person to the holder, or to his/her legal representative, or to a person who has a notarized power of attorney or a power of representation based on electronic signature, recorded in the Register of powers of representation based on electronic signature (MPower), which entitles him/her to receive the document.
There are several options for issuing the document:
1) counter of the Multifunctional Centre / DAEDSC / territorial subdivision of service delivery of the PSA;
2) abroad to the DMCO of the Republic of Moldova;
3) delivery to the requested address via the government delivery service MDelivery.

In accordance with the provisions of point 1, section 1 of Annex no. 3 to Government Decision no. 966/2020 on the services provided by the Public Services Agency, the service is provided free of charge to the following categories of persons, citizens of the Republic of Moldova:
1. persons with severe, accentuated or moderate disability;
2. persons who, according to the normative framework, have the status of war veteran;
3. pensioners receiving old-age pensions under Law no. 156 /1998 on the public pension system;
4. participants in the liquidation of the consequences of the Chernobyl accident;
5. victims of trafficking in human beings, on the basis of the approach issued by the Ministry of Health, Labour and Social Protection or by the territorial social assistance structures or by the Ministry of Internal Affairs;
6. persons who are in the care of the state, placed in a residential placement service or in a specialized medical and sanitary social institution;
7. children left without parental care and children temporarily left without parental care;
8. major persons up to the age of 25 who do not have an identity card and who, at the age of 18, had the status of children left without parental care, in order to obtain a birth certificate transcribed in their own name.
Application for the service of issuing the certificate/duplicate of the certificate of civil status document free of charge shall be examined within the maximum time limit set for the provision of the service concerned, except:
1. the application of victims of trafficking in human beings for obtaining birth certificates in their own name, necessary for the issuance of the identity card, on the basis of the approach issued by the Ministry of Health, Labour and Social Protection or by the territorial social assistance structures or by the Ministry of Internal Affairs, which shall be examined within up to 15 working days;
2. the application of the legal representative or guardian authority on behalf of children left without parental care and orphaned children who will go for rehabilitation, recovery or medical treatment abroad, on the basis of the approach issued by the Ministry of Health, Labour and Social Protection of the Republic of Moldova, which shall be examined within up to 15 working days.
