License for the activity with precious metals and precious stones; operation of pawnshops
Permissive act confirming the right of the holder to carry out activities with precious metals and precious stones, concerning: the industrial processing of precious metals and precious stones, including scrap and waste containing precious metals; manufacture, repair (restoration) of jewelry and other articles; selling, buying, pawning (encumbrance by pledge), keeping, introducing, dispatching and removing to/from the Republic of Moldova of precious metals and precious stones and articles made of them; expertizing and marking jewelry and other articles of precious metals and precious stones; other operations with precious metals and precious stones, with articles made of them.
Requirements for the applicant:
For the activity with precious metals and precious stones
- Owning or renting the real estate where the licensed activity is carried out.
- Sale of articles made of precious metals and precious stones only in specialized jewelry shops and sections, with an area of at least 12 square meters, where conditions for the evidence and integrity of the values are ensured.
- Manufacture of articles made of precious metals and precious stones, the processing of scrap and waste containing precious metals in rooms only that meet technical, health and environmental requirements.
- Compliance with the manner of trading, receiving, storing and record keeping of articles made of precious metals and precious stones, the rules of acquisition from the general public of precious metals and precious stones contained in articles and scrap, the manner of introduction, dispatch and removal of precious metals and precious stones and articles made of them to and from the Republic of Moldova, the conditions of operation of pawnshops.
- Availability of conditions and materials necessary for testing precious metals and determining the characteristics of precious stones, for determining their quality and quantity (analytical or electronic scales, chemical reagents, and the respective instruments).
- Annual metrological verification of analytical or electronic scales.
- Efficient processing of scrap and waste containing precious metals, ensuring the compulsory recovery of precious metals with a minimum fineness of 995° for gold and silver and 950° for platinum and palladium.
- Ensuring the integrity and proper safekeeping of articles made of precious metals and precious stones by equipping rooms with safes, interior and exterior signaling, connected to the centralized security point.
- Compulsory marking of articles made of precious metals, manufactured in the territory of the Republic of Moldova and those introduced into the country for trade, with the state marking mark applied by the State Chamber for Marking Supervision.
- Compliance of the applicant's activity conditions with the environmental protection requirements.
For the operation of pawnshops
- Insurance of goods received for storage or pawned in the amount of the value of the goods, according to the valuation made at the time they were pawned or received in safekeeping.
- The ownership or rental of the real estate where the licensed activity will take place.
- Ensuring the integrity and safekeeping of the stored objects by equipping the rooms with safes, grilles or metal shutters on windows and doors, interior and exterior signaling, connected to the centralized security point.
- Availability of conditions and materials necessary for the determination of the fineness of precious metals and the characteristics of precious stones, determination of quality and quantity (analytical or electronic scales, chemical reagents, and the respective instruments).
- Annual metrological verification of analytical or electronic scales.
- Non-admission for safekeeping and pawning of foreign currency, valuable papers, objects which clearly do not belong to natural persons with private property rights, real estate, antique objects or other old objects, coins of precious metals, precious metals and stones which are raw materials, waste or objects for technical and production purposes, means of transport.
- Non-admission of hiring and retaining in service people with criminal records.

- 1Step 1. Submitting the application
The applicant (or his/her legal representative), by pressing the Apply button, identifies him/herself in the system (https://actpermisiv.gov.md), fills in the application and uploads the necessary documents, in person or with the help of the receptionist at the counter.

In case the applicant (or his/her legal representative):
a) submits the application and the necessary documents with the help of the receptionist at the counter, the receptionist: - will receive and duly register the application (declaration) for obtaining the license and will receive the documents submitted by the applicant, and - will immediately and unconditionally issue to the applicant the constatation certificate according to the model indicated in Annex no. 3 to the Law no. 160 of 22.07.2011, - will send the case (electronic copies of the application and accompanying documents) to the issuing authority for review. The application may be returned to the applicant only if the application does not contain the information necessary to identify the applicant.
b) submits the application and uploads the documents personally directly into the system, the system: - will automatically generate the electronic document confirming receipt of the application and documents ("constatation certificate ") and - will automatically forward the application and the set of documents to specialized Department.
- 3Step 3. Application examination
The responsible specialist opens the case, examines the application and accompanying documents, checks compliance with the conditions. In the case of the lack of the required documents/information expressly stipulated by the legislation, the specialist will suspend the deadline for examination of the application and will immediately inform the applicant about this fact, specifying and describing the reason for the suspension, the deadline and the remedial actions to be taken in order to initiate the examination of the application.
Based on the complete set of documents the specialist examines the case and organizes additional examinations on the interior for taking the decision to issue the license. For this, the specialist will obtain the confirmation of the State Ecological Inspectorate for Environmental Protection (for the activity of manufacturing and repair of articles made of precious metals and precious stones, processing of scrap and waste containing precious metals) through a one-stop shop, without the participation of the applicant.
At the latest 7 working days from the date of notification, the Environmental Protection Inspectorate will send a notification or control minutes on the results of the check carried out. If the Environmental Protection Inspectorate has not initiated a control following the notification and/or has not issued the control minutes within 7 working days from the date of notification, the principle of tacit approval applies.
- 4Step 4. Notification and service payment
If the issuance of the permissive act is accepted, the applicant (or his/her legal representative) receives an electronic notification and pays the established fee through the MPay service or at the bank. If the fee is paid at the bank, the applicant presents the original payment voucher with signature/wet stamp.

After submitting the document confirming the payment of the fee for the issuance/extension or its reissuance, the specialist shall complete the permissive act which will be signed by the head of Department or his/her deputy.
In the case of refusal of the application, the specialist shall inform the applicant of the refusal, with an appropriate justification in accordance with the provisions of the law, and only if the applicant does not meet the conditions expressly specified in the law or, as the case may be, does not prove that these conditions have been met during the suspension of the deadline for examination of the application.
- 6Step 6. Issue of the permissive act
After the generation of a permissive act, the applicant or his legal representative receives an electronic notification, with the possibility to download the document directly from the applicant’s personal cabinet or email.
