End-user certificate
A document which guarantees that the strategic goods exported, re-exported or imported will be used according to the destination stipulated in the export, re-export, import authorization issued by the respective organization in the Republic of Moldova or abroad, involved in the control of export, re-export, import and transit of strategic commodities.

- 1Step 1. Submitting the application
The application, together with the necessary documents, shall be submitted to the Authorization and Certification Section of PSA (Chisinau municipality, 42 Puskin Street, bl.G).
- 2Step 2. Application processing and examination
The specialist takes over the case, examines the application and accompanying documents, checks compliance with the conditions.
If it is found that the necessary documents/information expressly required by law are missing, he/she will immediately inform the applicant with the specification, description and remedial actions to initiate the examination of the application.
The specialist examines the case and organizes further interior verifications for taking the decision.
- 3Step 3. Completion of the certificate
The specialist shall complete the end-user certificate or write a refusal letter, with appropriate justification in accordance with the provisions of the law, with direct notification to the applicant and only if the applicant does not meet the conditions expressly specified in the relevant legislation or, as the case may be, does not prove that these conditions are met, which shall be examined and signed in the appropriate manner.
- 4Step 4. Issue of the certificate
The certificate can be received at the PSA, specialist shall print the certificate, deliver it to the applicant (or his/her legal representative) and confirm the receipt.
