Delivery Verification Certificate
Document certifying that the controlled strategic commodities specified in the authorization were legally imported into the customs territory of the importing country.
Requirements for the applicant:
Documents in foreign languages attached to the application for the issue of the certificate shall be submitted together with their translation into the state language and authenticated by a notary.
After examination of the documents submitted by the applicant, the Secretary of the Commission, together with the representative of the Intelligence and Security Service, will carry out an on-the-spot visit in order to verify compliance with the legal requirements.

- 1Step 1. Submitting the application
The application, together with the necessary documents, shall be submitted to the Authorization and Certification Section of PSA (Chisinau municipality, 42 Puskin Street, bl.G).
- 2Step 2. Forwarding the application for enforcement
The specialist opens the case, examines the application and accompanying documents, checks compliance with the conditions.
If it is found that the necessary documents/information expressly required by the legislation are missing, the specialist will immediately inform the applicant of this fact, specifying and describing the remedial action to be taken in order to initiate the examination of the application.
- 3Step 3. Enforcing the application
The specialist examines the case and organizes further interior verifications for taking the decision to issue the authorization. Forwards the file to the members of the Commission for the statement of the position.
- 4Step 4. Completion of the certificate
The specialist completes the delivery verification certificate or writes a letter of refusal, with an appropriate justification under the provisions of the law, with direct notification of the applicant and only if the applicant does not meet the conditions expressly specified in the relevant legislation or, as the case may be, does not prove that these conditions are met, which will be examined and signed in the appropriate manner.
- 5Step 5. Issue of the certificate
The specialist shall print the certificate, deliver it to the applicant (or his/her legal representative) and confirm the receipt.
