Individual authorization to export strategic (dual-use) goods
Single permission to transfer the strategic goods subject to control, which are located in the customs territory of the Republic of Moldova, to be permanently located in the territory of other countries.
Requirements for the applicant:
- to supervise that the strategic goods exported correspond to the specification indicated in the authorization;
- to supervise that the quantity of strategic goods exported corresponds to the quantity indicated in the authorization;
- to ensure that the export is carried out within the period of validity specified in the authorization;
- to ensure that the strategic goods exported are transported to the place of destination specified in the authorization;
- to meet the special conditions specified in the authorization;
- to comply with the legislation on the control of strategic goods.

- 1Step 1. Submitting the application
The applicant or his/her legal representative (MPower), by pressing the Apply button, identifies him/herself in the system, fills in the application and uploads the necessary documents, in person or with the help of the Authorization and Certification Section of PSA (Chisinau municipality, 42 Puskin Street, bl.G).

In case the applicant or his/her legal representative (MPower):
a) submits the application and the necessary documents with the help of the receptionist at the counter, the receptionist:
- will receive and duly register the application for obtaining the authorization and the documents submitted by the applicant;
- will immediately and unconditionally issue the applicant the certificate of attestation, according to the model indicated in Annex no.3 to the Law no.160/2011.
The application may be returned to the applicant only if the application does not contain the information necessary to identify the applicant.
b) submits the application and uploads the documents personally directly into the system, which:
- will automatically generate the electronic document confirming the receipt of the application and documents ("certificate of attestation");
- will automatically forward the application and the set of documents to the specialized Section.
- 3Step 3. Examination of the application
The responsible specialist opens the case, examines the application and checks the accompanying documents. In the case of the lack of the necessary documents/information expressly provided for by the legislation, the specialist will suspend the deadline for examining the application and will immediately inform the applicant of this fact, specifying and describing the reason for the suspension, the deadline and the remedial action to be taken. The application, with the complete set of documents, shall be submitted to the Interdepartmental Commission for control over the export, re-export, import and transit of strategic goods for taking the decision on issuing or refusing the authorization.
- 4Step 4. Issue and release of the Authorization
In accordance with the Commission's decisions (recorded in the Minutes of the Commission meeting), the Public Services Agency will issue or deny the issuance of the authorization and notify the applicant of the decision taken within 30 calendar days.
When the permissive act is ready, the applicant or his/her legal representative (MPower) receives an electronic notification, downloads the permissive act and confirms the receipt of the document.
Where the permissive act is issued on paper (on request or as required by the issuing authority), the specialist shall print the permissive act, deliver it to the applicant and confirm the receipt.
