Authorization to import certain types of sugar under preferential regime

Permission to conduct activities of import of sugar and sugar products originating in countries that are not members of the World Trade Organization, with which the Republic of Moldova has signed free trade agreements.

    Step 1. Submitting the application

    The applicant or his/her legal representative (MPower), by pressing the Apply button, identifies him/herself in the system, fills in the application and uploads the necessary documents, in person or with the help of the Authorization and Certification Section of PSA (Chisinau municipality, 42 Puskin Street, bl.G).

    Step 2. Application processing

    In case the applicant or his/her legal representative (MPower):

    a) submits the application and the necessary documents with the help of the receptionist at the counter, the receptionist:

    • will receive and duly register the application for obtaining the authorization and the documents submitted by the applicant;
    • will immediately and unconditionally issue the applicant the certificate of attestation, according to the model indicated in Annex no.3 to the Law 160 of 22.07.2011;
    • will forward the case (electronic copies of the application and submitted documents) to the issuing authority for review.

    The application may be returned to the applicant, unless the application does not contain the information necessary to identify the applicant.

    b) submits the application and uploads the documents personally directly into the system, which:

    • will automatically generate the electronic document confirming the receipt of the application and documents ("certificate of attestation");
    • will automatically forward the application and the set of documents to the issuing authority.

    Step 3. Examination of the application

    Specialist examines the application and the accompanying documents, verifies compliance with the conditions. In the case of the lack of the necessary information expressly provided for by the legislation, the deadline for the examination of the application will be suspended, and the applicant will be informed of this fact, specifying and describing the reason for the suspension, the deadline and the remedial actions to be taken in order to initiate the examination of the application. The specialist examines the case and organizes additional interior verificationsr for taking the decision on issuing the authorization.

    Step 4. Completing the authorization

    The specialist shall complete the permissive act or write a letter of rejection, with an appropriate justification under the provisions of the law, with direct notification of the applicant and only if the applicant does not meet the conditions expressly specified in the law or, as the case may be, does not prove the fulfillment of these conditions during the suspension of the deadline for the examination of the application, which shall be examined and signed.

    Step 5. Issue of the permissive act

    When the permissive act is ready, the applicant legal representative (MPower) receives an electronic notification, downloads the permissive act and confirms the receipt of the document. Where the permissive act is issued on paper, the specialist shall print it, issue it to the applicant and confirm the issue.
