Qualification of installers of biomass boilers, furnaces or stoves, photovoltaic and solar thermal systems, shallow-depth geothermal systems and heat pumps

The qualification procedure of installers of biomass boilers, furnaces or stoves, photovoltaic and solar thermal systems, shallow-depth geothermal systems and heat pumps (hereinafter – RES systems) is regulated by the Regulation on qualification of installers of biomass boilers, furnaces or stoves, photovoltaic and solar thermal systems, shallow-depth geothermal systems and heat pumps, approved by Government Decision No. 1051 of 08.11.2018 (GD 1051/2018).


The qualification of RES systems installers is carried out by checking the compliance of applicants with a set of criteria established by this Regulation, with their subsequent registration by the National Center for Sustainable Energy (CNED) in the Electronic register of RES systems installers.


Any applicant may be qualified for one or more categories of SER systems as follows:

  • category A: installers of biomass boilers, furnaces or stoves;
  • category B1: photovoltaic system installers;
  • category B2: solar thermal system installers;
  • category C: installers of shallow geothermal systems and heat pumps.

    Step 1. Application for qualification as SER system installer

    To obtain qualification and registration in the Electronic Register of RES system installers, the applicant shall submit to CNED an application and a declaration on own responsibility, completed in accordance with the template established by CNED, signed either by hand or using an electronic signature.


    The applicant must attach the following documents to the declaration on own responsibility:

    1. a copy of the identity document;
    2. a copy of the education certificate (qualification certificate or diploma of vocational education);
    3. a copy of the attestation certificate if the applicant does not have the education documents specified in subparagraph 2), issued by the attestation commission within the CNED. During the attestation process, the commission must comply with the professional requirements and training standards applicable to RES system installers, as specified in these Regulations.

    Step 2. Documents examination submitted by the applicant

    The CNED shall review the documents submitted by the applicant and, in the absence of any objections, shall register the installer of RES systems in the Register. Should any doubts arise regarding the authenticity of the submitted documents, the CNED reserves the right to request the originals of the submitted documents, including any annexes to the qualification certificate or the vocational education diploma, in order to verify the information provided by the applicant.

    Step 3. Decision on qualification and registration and/or refusal of qualification and registration of RES systems installers in the Electronic register of RES systems installers

    The CNED’s decision regarding the qualification and registration of the RES system installer, or the return of the document package, shall be communicated to the applicant in writing or by email (as indicated in the application) within 10 days of its adoption and shall state the reasons for the return. The applicant shall be entitled to appeal this decision in accordance with the provisions of Law No. 793/2000 on Administrative Litigation
