State registration of peasant (farmer) households

The peasant (farmer) household shall be registered by its founder at the territorial structure of the state registration body within the area of jurisdiction of which the first level administrative-territorial unit is situated in which the founder owns land. Where the founder owns land located within the boundaries of two or more first level administrative-territorial units, the application for registration of the peasant household shall be submitted to the territorial structure of the state registration body chosen by the founder.

The administrator of the peasant (farmer) household is the founder, and in the event of the founder's dismissal, one of the members who has reached the age of 18 and is fully capable of exercising his or her full rights, chosen by the other members of the household. If a peasant household is formed from a single person, another third person may be appointed as administrator, and the fact shall be entered in the State Register of peasant households.

In addition to the founder, the following persons who are able to work may be members of a peasant (farmer) household: his/her spouse, parents, children, including adopted children, brothers, sisters and grandchildren who have reached the age of 16, as well as other persons who are members of the respective family.

Requirements for the applicant:

The natural person is not:

  • already registered as an individual entrepreneur or owning a peasant (farmer) household;
  • deprived by court judgment of the right to practice entrepreneurial activity.

On the name of the natural person there are no:

  • registration bans issued by the court or bailiff;
  • previously registered enterprises that are not functioning and have not been liquidated in the manner established by law or have debts to the national public budget.

    Step 1. Submitting the application

    The application is submitted by the applicant with the necessary documents the following methods:

    • at the service delivery counter of the territorial subdivision;
    • via email to: inregistrare.ud@asp.gov.md (the documents signed with an electronic signature);
    • by registered mail sent to the postal address: 47 A. Puşkin Street, Chişinău Municipality.

    Step 2. Paying for the service

    Payment of the tariff for the requested service through the Government Electronic Payment Service MPay.

    Step 3. Processing and Examination

    Processing the request

    The state registration registrar:

    • receives and duly registers the application for state registration of the peasant household and receives the documents submitted by the applicant;
    • generates the certificate attesting that the natural person is not an associate of an enterprise which is not functioning and has not been liquidated in the manner established by law or has debts to the national public budget or is not already registered as an individual entrepreneur or owning a peasant (farmer) household;
    • issues the payment advice;
    • issues the confirmation receipt of application reception;
    • opens the record file, examines the application and accompanying documents, verifies compliance with the conditions laid down by law.

    Reviewing the request

    In case of submission of the complete set of documents expressly provided by the legislation:

    • verifies the identity and exercise capacity of the natural person;
    • examines the application and the documents submitted for the state registration of the peasant household, in order to ensure that they comply with the requirements established by law;
    • performs the state registration of the peasant household with the issuance of the decision on state registration;
    • carries out the process of fiscal, statistical, medical and social registration (record keeping) of the peasant household by transmitting to the authorities concerned, in electronic format, the data on its registration provided for in Article 33 paragraph (2) of the Law no.220/2007, by issuing the respective notification.

    Postponement of release

    If it is found that the necessary documents/information required by the legislation are missing, the registrar shall suspend the deadline for examination of the application and shall immediately inform the applicant about this fact, specifying and describing the reason for the suspension, the deadline and the remedial actions to initiate the re-examination of the application.

    Step 4. Issue of the decision

    The decision on the state registration of the peasant household is issued to the applicant at the counter of the territorial subdivision providing the service.
