Health certificate for food products

The health certificate is an optional document that can be obtained by food operators for products intended for export or re-export in the event that the food operator wishes to certify the conformity of food products with the requirements of food regulations.

The health certificate is issued following the results of laboratory tests carried out by the reference laboratory or an accredited laboratory, which confirm the conformity of the food products with the food regulations of the exporting country. Through the health certificate, the Agency confirms the quality of the batches of food products and their safety with the requirements of the exporting countries.

    Step 1. Submission of the application

    To obtain the health certificate, the applicant submits an application in the following ways:

    1. personally or through a representative authorized according to the law, directly at the one-stop shop of the territorial subdivision for food safety within which it operates;

    2. electronically, by electronic mail (in the form of an electronic document with a qualified advanced electronic signature, through electronic means of communication),

    3. by registered letter;

    Step 2. Processing and Review

    After submitting the request, the head of the territorial subdivision for food safety forwards the request for examination to an inspector from the food safety control section in the field of competence. The inspector analyzes the application and the attached documents, and, in no more than 5 working days, travels to the economic agent for sampling.

    Step 3. Taking food samples and sending them to an accredited laboratory for investigation

    The sampling, packaging and sealing of these are carried out by the inspectors at the place of storage of the food products to be certified. The applicant sends the samples taken to an accredited laboratory for investigation. Upon receiving the results of the laboratory tests, the applicant presents them to the inspector responsible for issuing the health certificate.

    Step 4. Paying for the service

    The applicant (or his legal representative) pays the sample collection fee through the MPay government electronic payment service ( https://mpay.gov.md ) or at the bank.

    If the fee is paid at the bank, the applicant presents the proof of payment to the responsible inspector to be uploaded into the system, or uploads it into the personal system.

    Step 5. Issue/refusal to issue the health certificate

    The inspectors responsible for issuing the health certificate analyze the results of the submitted laboratory tests. If the food products meet the requirements of the food regulations applicable in the exporting country, the health certificate is issued. Otherwise, the health certificate is not issued and the applicant is informed of the reasons for the refusal.
