Wholesale and Retail License for Importing and Selling Gasoline, Diesel, and/or Liquefied Gas at Filling Stations

A permissive act issued by the competent authority, in accordance with the law, which certifies the holder's right to import and wholesale or retail gasoline, diesel, and/or liquefied gas at filling stations.

    1. Submission of the Application

    Application submission is done online by accessing the “Request” button:

    1.     The applicant (or their legal representative) logs into the system (Public Services Electronic Portal) either personally or with the help of the counter receptionist.

    2.     The applicant (or their legal representative) completes the application and uploads the required documents, either personally or with the assistance of the counter receptionist.

    3.     If the applicant (or their legal representative):

    a) Submits the application and necessary documents with the help of the counter receptionist: The receptionist will receive and properly register the license application and collect the documents presented by the applicant. The receptionist will immediately and unconditionally issue the applicant a certificate of receipt according to the model specified in Annex No. 3 to Law No. 160 of 22.07.2011. The receptionist will send the case (electronic copies of the application and the documents presented) to the issuing authority for review. The application can only be returned to the applicant if it does not contain the necessary information for the identification of the applicant.

    b) Submits the application and uploads the documents directly into the system: The system will automatically generate an electronic document confirming the receipt of the application and documents (“certificate of receipt”). The system will automatically direct the application and set of documents to the issuing authority.

    Examination

    1.     The issuing authority (specialist) opens the case, reviews the application and accompanying documents, and checks compliance with the conditions. If missing documents/information necessary by law are identified, the issuing authority (specialist) will suspend the examination period and will immediately inform the applicant about the reason for the suspension, the deadline, and the remedial actions needed to resume the examination of the application.

    2.     Based on the complete set of documents, the specialist reviews the case and organizes additional internal examinations to make a decision on the issuance of the license.

    3.     If the issuance of the permit is approved, the applicant (or their legal representative) receives an electronic notification and pays the established fee through the M-pay service or at the bank.

    4.     The specialist prepares the permit or writes a rejection letter with appropriate justification based on the legal provisions, informing the applicant directly only if the applicant does not meet the conditions explicitly specified by law or, if applicable, fails to demonstrate compliance with these conditions during the suspension of the examination period, which will be reviewed and signed by the director of the issuing authority.

    Issuance

    1.     When the permit (letter) is ready, the applicant (or their legal representative) receives an electronic notification, downloads the permit, and confirms the receipt of the document.

    2.     If the permit is issued on paper (upon request or according to the requirements of the issuing authority), the receptionist/specialist prints the permit, delivers it to the applicant (or their legal representative), and confirms the receipt.
