    Submission of the Application

    Submission of the Application

    The application is submitted online by accessing the “Request” button:

    1. The applicant (or their legal representative) logs into the system (Public Services Electronic Portal) either personally or with the assistance of the receptionist at the counter.
    2. The applicant (or their legal representative) fills out the declaration and uploads the necessary documents, either personally or with the assistance of the receptionist at the counter.
    3. If the applicant (or their legal representative):

    a) Submits the declaration and documents with the assistance of the receptionist at the counter, the receptionist will: Receive and properly register the license application declaration and collect the documents presented by the applicant. Immediately and unconditionally issue the applicant a certificate of receipt according to the model indicated in Annex No. 3 to Law 160 of 22.07.2011. Forward the case (electronic copies of the declaration and documents) to the issuing authority for review. The declaration can only be returned to the applicant if it lacks the necessary information for identifying the applicant.

    b) Submits the declaration and uploads the documents directly into the system, the system will: Automatically generate an electronic confirmation document of the receipt of the declaration and documents (“certificate of receipt”). Automatically direct the declaration and document set to the issuing authority.

    Examination

    1.     The issuing authority (specialist) opens the case, examines the declaration and supporting documents, and verifies compliance with the conditions. If any required documents/information specified by the legislation are missing, the issuing authority (specialist) will suspend the examination period for the declaration and immediately inform the applicant of the suspension grounds, specifying the deadline and actions required for resuming the examination.

    2.     Based on the complete set of documents, the specialist examines the case and organizes internal reviews to decide on the issuance of the license.

    3.     If the issuance of the permit is approved, the applicant (or their legal representative) receives an electronic notification and pays the fee through the M-pay service or at the bank.

    4.     The specialist finalizes the permit or drafts a rejection letter, providing appropriate justification based on legal provisions, and directly informs the applicant. This occurs only if the applicant does not meet the conditions explicitly specified in the law or fails to demonstrate compliance with these conditions during the suspension of the examination period, which will be reviewed and signed by the director of the issuing authority.

    Issuance

    1.     When the permit (letter) is ready, the applicant (or their legal representative) receives an electronic notification, downloads the permit, and confirms receipt of the document.

    2.     If the permit is issued on paper (upon request or according to the issuing authority’s requirements), the receptionist/specialist prints the permit, delivers it to the applicant (or their legal representative), and confirms receipt.
