    1. Submission of the Application

    The application is submitted online by accessing the "Request" button:

    1.     The applicant (or their legal representative) logs into the system (Electronic Public Services Portal) either personally or with the help of a receptionist at the counter.

    2.     The applicant (or their legal representative) completes the declaration and uploads the necessary documents, either personally or with the help of a receptionist at the counter.

    3.     If the applicant (or their legal representative):

    a) Submits the declaration and necessary documents with the help of the receptionist at the counter, the receptionist will: Receive and properly register the license application and the documents presented by the applicant, and immediately and unconditionally issue a certificate of confirmation according to the model indicated in Annex No. 3 of Law No. 160 of 22.07.2011, and forward the case (electronic copies of the declaration and presented documents) to the issuing authority for review. The declaration can only be returned to the applicant if it does not contain the necessary information for identifying the applicant.

    b) Submits the declaration and uploads the documents directly into the system, the system will: Automatically generate a confirmation document in electronic format for the receipt of the declaration and documents ("certificate of confirmation"), and automatically direct the declaration and set of documents to the issuing authority.

    4.     The issuing authority (specialist) opens the case, examines the declaration and accompanying documents, and checks compliance with the conditions. If there is a lack of documents/information required by law, the issuing authority (specialist) will suspend the examination of the declaration and immediately inform the applicant of the suspension reason, the deadline, and actions required to resume the examination.

    5.     Based on the complete set of documents, the specialist examines the case and organizes internal additional evaluations to make the decision on issuing the license.

    6.     If the issuance of the permit is approved, the applicant (or their legal representative) will receive an electronic notification and pay the fee established through the M-pay service: https://mpay.gov.md/ or at a bank.

    Examination

    1.     The issuing authority (specialist) opens the case, examines the declaration and accompanying documents, and verifies compliance with the conditions. If any required documents/information are missing as specified by the legislation, the issuing authority (specialist) will suspend the examination of the declaration and immediately inform the applicant of the suspension reason, the deadline, and the actions required to resume the examination.

    2.     Based on the complete set of documents, the specialist examines the case and organizes internal additional evaluations to make a decision on issuing the license.

    3.     If the issuance of the permit is approved, the applicant (or their legal representative) will receive an electronic notification and pay the fee established through the M-pay service or at a bank.

    4.     The specialist finalizes the permit or writes a rejection letter, providing a proper justification based on legal provisions, and directly informs the applicant only if the applicant does not meet the conditions explicitly specified in the law or, if applicable, does not demonstrate the fulfillment of these conditions during the suspension period. The decision will be reviewed and signed by the director of the issuing authority.

    3. Issuance

    1.     When the permit (or letter) is ready, the applicant (or their legal representative) receives an electronic notification, downloads the permit, and confirms receipt of the document.

    2.     If the permit is issued on paper (upon request or as required by the issuing authority), the receptionist/specialist prints the permit, delivers it to the applicant (or their legal representative), and confirms receipt.
