License for the Production of Electricity from Renewable Sources, Production of Heat from Renewable Sources, Production of Biogas for Delivery to Natural Gas Networks, and Production of Biofuels for Main Petroleum Product Importers

Production of Heat from Renewable Sources: The generation of thermal energy using renewable resources such as solar thermal systems, biomass, or geothermal sources. Production of Biogas for Delivery to Natural Gas Networks: The production of biogas from organic waste or other biodegradable materials intended for delivery to natural gas networks. Production of Biofuels for Main Petroleum Product Importers: The production of biofuels, such as biodiesel or bioethanol, intended for purchase by major importers of petroleum products.

    1. Submission of the Application

    The application is submitted online by accessing the “Request” button:

    1.     The Applicant (or their legal representative) logs into the system (Electronic Public Services Portal) either personally or with the help of the counter receptionist.

    2.     The Applicant (or their legal representative) fills out the application and uploads the necessary documents, either personally or with the assistance of the counter receptionist.

    3.     If the Applicant (or their legal representative):

    a) Submits the application and documents with the help of the counter receptionist: The receptionist will receive and register the license application and the documents submitted by the applicant. The receptionist will immediately and unconditionally issue a receipt certificate to the applicant according to the model specified in Annex No. 3 to Law No. 160 of 22.07.2011. The case (electronic copies of the application and documents) will be forwarded to the issuing authority for review. The application can only be returned to the applicant if it does not contain the necessary information for identifying the applicant.

    b) Submits the application and uploads the documents directly into the system: The system will automatically generate an electronic confirmation of receipt of the application and documents (“receipt certificate”). The system will automatically forward the application and document set to the issuing authority.

    2. Examination

    1.     The Issuing Authority (Specialist) opens the case, reviews the application and accompanying documents, and verifies compliance with the conditions. If any required documents or information are missing according to the legislation, the issuing authority (specialist) will suspend the examination period of the application and immediately inform the applicant of the suspension reason, deadline, and necessary actions for resuming the examination of the application.

    2.     Based on the complete set of documents, the specialist will examine the case and organize additional internal examinations to make the decision on issuing the license.

    3.     If the issuance of the permit is approved, the applicant (or their legal representative) will receive an electronic notification and must pay the established fee via the M-pay service or at a bank.

    4.     The specialist will finalize the permit or write a rejection letter, with proper justification based on legal provisions, directly informing the applicant. This happens only if the applicant does not meet the conditions explicitly specified by law or fails to demonstrate compliance with these conditions during the suspension period of the application review, which will be examined and signed by the head of the issuing authority.

    Issuance

    1.     When the permit (or letter) is ready, the applicant (or their legal representative) will receive an electronic notification, download the permit, and confirm receipt of the document.

    2.     If the permit is issued on paper (upon request or according to the issuing authority’s requirements), the receptionist/specialist will print the permit, deliver it to the applicant (or their legal representative), and confirm receipt.
