Authorization to import, export, manufacture, and commercialize the equipment for tobacco products’ production
A permissive act issued by the competent authority under the legislation, certifying the right to import, export, manufacture, and commercialize equipment intended for the production of tobacco products.
The applicant for authorization to import, export, manufacture, and commercialize the equipment for tobacco products’ production must meet the following conditions:
- Assure due diligence before initiating and during the course of a business relationship.
- Monitor sales to their clients to ensure that the commercialized quantities are proportional to the demand for such products in the market where they are intended to be sold or used.
- Notify the competent authorities of any breach of obligations arising from the provisions of Law No. 278 of 14.12.2007 on tobacco control.
- Comply with the regulatory framework in the relevant field.

- 1Step 1. Submitting the application
The applicant or their legal representative submits an application with the necessary documents attached to the Authorization and Certification Section of the Public Services Agency (Chisinau municipality, 42 Puskin Street, bl.G).
- 2Step 2. Examination of the application
The specialist opens the case, examines the application and accompanying documents, and verifies compliance with the conditions. If any document or information expressly required by law are missing, the specialist will suspend the examination period and immediately inform the applicant, specifying and describing the grounds for suspension, the timeframe, and the corrective actions needed to initiate the examination.
Based on the complete set of documents, the specialist examines the case and organizes any additional necessary reviews to make a decision on issuing the authorization. It is drafted the decision to issue the authorization, which is approved and signed, or rejected, by the head of the directorate/section. If the issuance of the permissive act is approved, the applicant (or their legal representative) receives an electronic notification.
In case of rejection, the specialist informs the applicant of the refusal, providing appropriate justification based on the provisions of the law, and only if the applicant does not meet the conditions expressly specified in the law or, as applicable, fails to demonstrate compliance with these conditions during the suspension period of the application review.
- 3Step 3. Release of the Authorization
After the decision regarding the issuance/extension of the authorization is registered, specialist prepares the permissive document, which will be signed by the head of the licensing/authorizing authority or their deputy.
The applicant is automatically informed via notification about the approved decision through the electronic system.
The specialist/receptionist delivers the permissive document to the applicant (or their legal representative), who confirms receipt by signing the Register.
