General national authorization for the export of strategic goods
Multiple permission to transfer strategic goods subject to control, located in the customs territory of the Republic of Moldova, to be permanently placed in the territory of other countries.
Requirements for the applicant:
- to know and comply with the legislation on the control of the trade of strategic goods;
- to stay informed about legislative updates and regulations in the field of strategic goods trade control;
- to demonstrate integrity, transparency, rigor, and responsibility in communication with the issuing authority;
- to ensure that the quantity of strategic goods traded complies with the specifications mentioned in the authorization for the trade of strategic goods;
- to respect the validity period specified in the authorization for the trade of strategic goods;
- to ensure that the strategic goods traded are delivered exclusively to the end recipient mentioned in the authorization for the trade of strategic goods;
- to submit, at the request of the Commission, through the issuing authority, within the established deadlines, the requested documents, data, and information, as well as to grant access to the Secretary of the Commission and/or the representative of the Information and Security Service of the Republic of Moldova and the working group in their premises and any other owned spaces for verifying relevant aspects regarding the conclusion, execution, or completion of operations subject to control under this Regulation and determining whether the strategic goods are subject to the control regime;
- to fulfill all special conditions provided in the authorization for the trade of strategic goods;
- to ensure the transportation of strategic goods to the destination indicated in the authorization for the trade of strategic goods;
- to participate in activities organized by state institutions for information on the application of national legislation and legislative changes in the field.
For the export of dual-use products included in the Dual-Use Products List, a general national export authorisation may be issued, with the exception of products included in Section I of the List, as well as the products and destinations included in Sections A-H of the List.

- 1Step 1. Submitting the application
The applicant or their legal representative submits an application with the necessary documents attached to the Authorization and Certification Section of the Public Services Agency (Chisinau municipality, 42 Puskin Street, bl.G).
- 2Step 2. Examination of the application
The responsible specialist opens the case, examines the application and checks the accompanying documents. In the case of the lack of the necessary documents/information expressly provided for by the legislation, the specialist will suspend the deadline for examining the application and will immediately inform the applicant of this fact, specifying and describing the reason for the suspension, the deadline and the remedial action to be taken.
The application, with the complete set of documents, shall be submitted to the National Commission for Controlling the Trade of Strategic Goods for taking the decision on issuing or refusing the authorization.
- 3Step 3. Release of the Authorization
In accordance with the Commission's decisions (recorded in the Minutes of the Commission meeting), the Public Services Agency will issue or deny the issuance of the authorization and notify the applicant of the decision taken within 10 working days from the adoption of the decision by the Commission.
The applicant or their legal representative will collect the permit document at the application submission counter.
