Certificate/duplicate of the certificate establishing paternity
The duplicate certificate establishing paternity is the document issued to the natural person following confirmation of the registration of the paternity establishing act.
The duplicate certificate establishing paternity shall be issued on the basis of the paternity establishing act, on the basis of the applicant's application:
- the natural person: citizen of the Republic of Moldova, stateless person, foreign citizen legally residing on the territory of the country;
- first- to second-degree relatives (proof of the degree of kinship is provided by civil status documents or civil status certificates);
- the legal representative of the person who is limited in capacity or in respect of whom a legal protection measure has been ordered by a court judgment (guardian or curator);
- the authorized representative by notarized power of attorney in the name of the natural person, or by power of representation based on electronic signature, recorded in the Register of powers of representation based on electronic signature (MPower).
Note: Since 17.08.2001, the date of entry into force of the Law no. 100-XV of April 26, 2001 on civil status documents, paternity establishing acts are not issued. The fact of recognizing the paternity of the child is recorded by entering the person as the father in the birth certificate, as the case may be, changing the child's surname and issuing a new birth certificate (the deadlines and tariffs for changes can be found by additionally accessing the link).

- 1Step 1. Submitting the application
The application shall be submitted in the following ways:
1) online - by clicking the Apply button. The online service is accessible for people with an electronic or mobile signature;
2) at the Civil Status Department's Directorate for Hearing and Issuing Civil Status Documents (Chisinau mun., 11/1 M.Viteazul Street, 2nd floor);
3) at the Civil Status Service in the applicant's place of residence, including within the Multifunctional Centre of the Public Services Agency;
4) at the Diplomatic Missions or Consular Offices of the Republic of Moldova accredited abroad (DMCO);
5) at the Unified Public Service Delivery Centers (CUPS) within the Local Public Authorities.
When submitting the application, the MDelivery delivery service can also be requested, which ensures the delivery of the civil status document directly to the applicant's place of residence, both in the Republic of Moldova and abroad.

Creating the request application for the certificate/duplicate of the certificate establishing paternity in the electronic program/Receipt of the request application for a civil status certificate and its relevant documents.
Identification of the civil status documents in the available technical programs and in the paper-based archival fonds. Verification of the civil status document data in the information systems and of the civil legal status of the beneficiary with the information in the content of the paper civil status document and in the "Web Access" CIS.
Entering/registering the data in the information system and issuing the certificate/duplicate of the certificate establishing paternity.
- 4Step 4. Picking up the certificate
The certificate/duplicate of the certificate establishing paternity shall be handed over, against signature, either in person to the holder, or to his/her legal representative, or to a person who has a notarized power of attorney or a power of representation based on electronic signature, recorded in the Register of powers of representation based on electronic signature (MPower), which entitles him/her to receive the document.
There are several options for issuing the document:
1) counter of the Multifunctional Centre / DHICSD / territorial subdivision of service delivery of the PSA;
2) abroad to the DMCO of the Republic of Moldova;
3) delivery to the requested address via the government delivery service MDelivery.

In accordance with the provisions of point 1 of Annex no. 3 to Government Decision no. 966/2020 on the services provided by the Public Services Agency, civil status services are provided free of charge to the following categories of persons, citizens of the Republic of Moldova:
The application for the provision of the service of issuing the civil status certificate free of charge shall be examined within the maximum time limit set for the provision of the respective service.
