Acquiring the citizenship of the Republic of Moldova by naturalization

Pursuant to Article 14 of the Law on Citizenship of the Republic of Moldova No. 253/2025, citizenship of the Republic of Moldova may be granted, upon application, to a foreign citizen, a stateless person, a beneficiary of international protection or of political asylum, who has reached the age of 18 and who, at the date of submission of the application, has legal and permanent residence on the territory of the Republic of Moldova, has knowledge of the Romanian language and of the provisions of the Constitution, has lawful sources of income and does not fall under the legal provisions establishing grounds for refusal to grant, restore or recognize the citizenship of the Republic of Moldova, provided that at least one of the following conditions is met:

  • has had legal and continuous residence on the territory of the Republic of Moldova for at least the last 10 years;
  • is a stateless person or a beneficiary of international protection or political asylum and has had legal and continuous residence on the territory of the Republic of Moldova for at least the last 8 years;
  • has had legal and continuous residence on the territory of the Republic of Moldova for the last 5 years prior to reaching the age of 18;
  • has been married to a citizen of the Republic of Moldova for at least 3 years and has had legal and continuous residence on the territory of the Republic of Moldova for the last 3 years;
  • has had legal and continuous residence on the territory of the Republic of Moldova for at least the last 3 years at the domicile or temporary residence of parents (including adoptive parents) or of children (including adopted children) who are citizens of the Republic of Moldova.

The application for acquiring the citizenship of the Republic of Moldova by naturalization shall be addressed to the President of the Republic of Moldova and shall be submitted in person to the subdivisions of the Public Services Agency in the municipality of Chișinău.

Service delivery time frame: the time limit for examining the application for acquiring the citizenship of the Republic of Moldova by naturalization is up to 1 year.

The time limit for examining the application for acquiring the citizenship of the Republic of Moldova by naturalization may be extended for a necessary and reasonably determined period, in order to carry out the procedures required to establish the authenticity of certain documents or the veracity of facts attested by the documents submitted by the applicant, or to remedy the non-compliances identified during the examination of the application, but which may not exceed 6 months.

    The application for acquiring the citizenship of the Republic of Moldova by naturalization is addressed to the President of the Republic of Moldova and is submitted in person to the subdivisions of the Public Services Agency in the municipality of Chișinău.

    1. Facial image capture and signature scanning;
    2. Completion of the electronic form and printing of the G1 application-questionnaire;
    3. Sending the information electronically and the application with the set of paper documents to DIDCRP;
    4. Registration of the documents (registry office);
    5. Processing of the G1 form by the Information Register Update Section;
    6. Verification of the respective application and the related set of documents and its coordination with the General Inspectorate for Migration of the Ministry of Internal Affairs and the Intelligence and Security Service;
    7. Forwarding the respective application and the related set of documents to the Commission for Citizenship and Political Asylum Issues under the President of the Republic of Moldova for examination according to the competences;
    8. Issuing the Decree of the President of the Republic of Moldova on granting the citizenship of the Republic of Moldova;
    9. Execution of the Decree of the President of the Republic of Moldova on granting the citizenship of the Republic of Moldova.

    Step 4: Preparation of the attestation and handing it to the applicant

    Preparation of the attestation regarding the granting of the citizenship of the Republic of Moldova on the basis of the oath of allegiance to the Republic of Moldova and its handover to the applicant at the subdivisions of the Public Services Agency in the municipality of Chișinău.
