The persons participating in the liquidation of the consequences of the Chernobyl Nuclear Power Plant disaster, the disabled persons whose disability is causally related to the Chernobyl Nuclear Power Plant disaster, as well as the collaborators of the special risk subdivisions, who have become disabled persons.

- 1Step 1. Submission of the application and the necessary documents
For the initial establishment of the single material grant by the applicant, in person or by a legal representative or by a representative designated either by power of attorney or by a power of representation contained in the Register of Powers of Representation based on electronic signature. The application and the necessary documents are submitted to the TOSI in the applicant's place of residence.
- 2Step 2. Processing the documents and issuing the decision
a) In case of initial determination of the single material grant - processing of the submitted documents and issuing of the decision;
b) In case of repeated ex officio determination of the single material grant - issuing the decision after the information on the size of the average monthly salary in the country is posted by the National Bureau of Statistics on its official website.
- 3Step 3. Forming the payments and sending the information to the government electronic payment service MPay for the distribution of the benefit amount
- 4Step 4. Distribution of the benefit to the beneficiary through the selected payment method
