Driving licence (primary documentation, replacement, restoration)

The primary documentation with a driving license of the Republic of Moldova or the opening of a new category is carried out on the basis of the minutes of the examination commission of the persons who have passed the theoretical and practical parts of the examination for obtaining the right to drive vehicles:

• The replacement and restoration of the driving license of the Republic of Moldova shall be carried out without taking the examination;
• The replacement of driving licenses issued by the authorities on the left bank of the Dniester River is carried out provided that the theoretical and practical exams are passed and the applicant has identity documents approved by Law 273/1994, meets the age requirements laid down in the regulation approved by GD no. 181/2022;
• The restoration of the right to drive vehicles initially obtained from the authorities on the left bank of the Dniester River (including and in the case when the driving license is expired) shall be carried out by taking the examination, theoretical and practical tests, according to the categories/subcategories for which the driving license is applied for, under the conditions provided for in the Instructions on the organization and provision of services of examination and documentation with driving license, provided that the applicant has the identity documents approved by Law no. 273/1994, meets the age requirements laid down in the regulation approved by GD no. 181/2022;
• The conversion of driving licenses obtained in other states is carried out on the basis of the examination for obtaining the right to drive vehicles, except for holders of driving licenses issued by the authorities of countries with which the Republic of Moldova has concluded bilateral agreements on the conversion of driving licenses issued by the contracting parties.

By exception from the previous paragraph, the principle of reciprocity shall be applied to the replacement of driving licenses issued by the authorities of the states, which recognize and exercise the conversion of national driving licenses of the Republic of Moldova, without taking the examination for obtaining the driving license.

For natural persons who, for religious reasons, have refused the state identification number, at the services of issuing/exchanging/restoring the driving license, a provisional driving license will be issued as a basic document for a period of 10 years, unless there are other limitations.

The online ordering of a driving license can be performed by both authenticated and unauthenticated users. The applicant may act personally as a natural person or through a representative with power of attorney MPower.

The online service is available for all application reasons, such as initial issuance, replacement, or restoration.

This service is only accessible to individuals holding valid identity documents and residence permits issued by the authorities of the Republic of Moldova.

All the necessary verifications for the service are held online through appropriate informational systems.

The facial image will be extracted from the informational systems held by PSA, eliminating the need to visit a territorial office for photographing. The condition is that the term of facial image in identity documents or driving licenses does not exceed 5 years.

The online service is available on the condition that the medical certificate (F 083/е), issued by the medical institution, is uploaded to the automated information system "Primary medical care".

Authenticated applicants will receive a temporary electronic driving license, which will be available in MCabinet, and they will have the option to order delivery of the manufactured driving license to a specified address using the MDelivery service.

Individuals who do not hold an electronic signature will submit their application online, and the driving license will be issued at the PSA office.
