Registration of ownership transfer of a vehicle
The following services can be requested in the process of registering the transfer of vehicle ownership:
- Registration of ownership transfer of a vehicle with the issuance of the registration certificate.
- Issuance of license plates, including the required symbols, can be requested at the territorial offices of ASP (Check the availability of the license plate number). By submitting an online application, only license plates with a random number can be requested.
- Identification of the vehicle registered in the Republic of Moldova, at the request of the beneficiary (check the vehicle identification number, body, chassis and engine number).

Registration of ownership transfer in vehicle sale and purchase transactions can also be done online. The Seller can be a natural or legal person who owns a vehicle, or a representative authorized by the owner through MPower. The Buyer can be a natural or legal person, or a representative authorized by the owner through MPower.
The online application for the e-Service may be submitted if the following conditions are met:
- Participants in the transaction are citizens of the Republic of Moldova;
- Participants in the transaction have valid identity document for internal use and electronic signature;
- Seller holds the ownership of the vehicle subject to the transaction;
- Seller agrees to transfer the registration number of the vehicle to the Buyer;
- Vehicle is registered and entered in the State Register of Vehicles;
- There are no restrictions or prohibitions on the vehicle subject to the transaction;
- Vehicle has not been subject to modifications;
- Vehicle is not subject to a leasing or rental contract;
- Vehicle is equipped with new type license plates (issued after 2015).
The granting of the service implies the conclusion of the Sale-Purchase contract in electronic format, signed by both parties, which will become available for access and download in the personal cabinet (MCabinet) of the Seller and the Buyer. Additionally, for the Buyer, as the new owner of the traded vehicle, a provisional registration certificate issued in electronic format will be generated by default and displayed in the EVO mobile application and the personal cabinet.

The application is submitted:
1) online - by pressing the Apply button. The online service is accessible with the condition that the Seller and the Buyer have an electronic or mobile signature;
2) at the counter of the territorial subdivisions of the PSA.

- 3Step 3. Paying for the service
Payment for the services provided by the PSA is made by the beneficiaries together with the submission of the application for the provision of the service, except for services provided on a contractual basis, for which the conditions for the payment of the tariffs shall be laid down in the contract.
Payments made through the Government Electronic Payment Service (MPay) for the services provided by the PSA are charged in national currency in accordance with the tariffs set out in the Decision.
If the payment of tariffs has been made through the Government Electronic Payment Service (MPay), the proof of payment is verified through the institutional information systems by the person responsible for receiving the application, without requiring proof of payment on paper.

The registration certificate for the vehicle and, where applicable, the license plates shall be received at the counter of the territorial subdivision of the PSA in person by the holder, either his or her legal representative, or the representative authorized by a power of attorney authenticated by a notary or by a power of representation on the basis of electronic signature (MPower), with the update of the information in the State Register of Vehicles by the specialist.
At the applicant's request, submitted online, the delivery of the registration certificate and, if applicable, the license plates can be requested.
During the period of production of the polycarbonate registration certificate, to the new owner will be issued a provisional registration certificate without additional fee.
