Evaluation of the scientific and didactic staff
The evaluation activity of the scientific and scientific-didactic staff is fulfilled on the basis of a request (application) and a personal dossier (attestation dossiers) submitted by the legal person/organization from the fields of research and innovation (in the case of confirmation of the scientific titles of doctor/habilitated doctor, confirmation of the scientific-didactic titles of professor/ associate professor and approval of the right to conduct doctorates) and by persons (in the case of recognition and equivalence of documents of high scientific qualification obtained abroad and the issuance of certificates of authenticity).
The evaluation is to be carried out by specialists of a higher or equal qualification than the one claimed by the candidate, with whom there is no conflict of interest, recognized by the scientific community for their competence and professional prestige, as well as for their independence, intransigence, objectivity and impartiality and who have valuable scientific research in the reference field.
There are the following types of evaluations: the evaluation (expertise) of the doctor habilitation thesis in order to confirm the title of doctor habilitate; evaluation (expertise) of the doctoral thesis in order to confirm the doctoral (PhD) title; evaluation (expertise) of the university professor's dossier in order to confirm the title of professor; evaluation (expertise) of the associate professor’s personal dossier in order to confirm the title of associate professor; evaluation (expertise) of the approval of the right to conduct doctorates dossier; recognition and equivalence of highly qualified scientific and scientific-didactic documents obtained abroad.

- 1Step 1: The submission of the application and the dossier
The submission of the application and the dossier must be carried out on paper-based declaration to the Agency's Specialized Department at the address: 38A Hincesti Road, MD-2028, Chisinau, Republic of Moldova. The dossier also includes the examined doctor's/habilitated doctor's thesis.

- 2Step 2: The review of the application and the dossier
It is a primary review of the application and the components of the attestation dossier. It is followed by the completion of the examination forms.
- 3Step 3: The initiation or rejection of the attestation process
The attestation application that requires completion/clarification/modification of the documents in the dossier is completed at the request of National Agency for Quality Assurance in Education and Research. The resumption of the dossier examination is carried out after the file is completed.
- 4Step 4: The examination of the dossier is fulfilled by experts or a Commissions of experts and the validation of the dossier if fulfilled by the appropriate Profile Commission
The attestation dossier is examined by the experts-evaluators from the Expert Register of the National Agency for Quality Assurance in Education and Research in the fields of research and innovation/ Expert Committees. The result of the evaluation is validated by the Research and Innovation Profile Commission and forwarded for examination to the Governing Board of the National Agency for Quality Assurance in Education and Research.
- 5Step 5: The decision of the Governing Board
The decision of the Governing Board is taken based on the analysis of the dossier by the experts / Expert Commissions and the validation of the results by the appropriate Profile Commission. The Ministry of Education and Research (in the case of confirmation of scientific-didactic titles)/organizations/applicants are informed about the application and the dossiers examined and the decisions made following the evaluation. The decision is published on the official website of the National Agency for Quality Assurance in Education and Research. The evaluation forms and the decision taken are included in the examined dossier.
- 6Step 6: The award of the attestation documents.
The ceremony for the document’s hand over is organize on the premises of the National Agency for Quality Assurance in Education and Research.
