Vocational training for the unemployed through voucher-based courses
Vocational training through voucher-based courses is carried out through the online platform of the National Employment Agency: https://voucher.anofm.md/, which digitalizes the entire vocational training process, facilitating interaction between all actors involved.
To benefit from vocational training courses on a voucher basis, the unemployed must meet the following conditions:
• To benefit from career guidance services;
- To present the Medical Certificate regarding the state of health, issued by the family doctor, indicating the ability to work in the working conditions specific to the chosen profession;
- The level of education must meet the requirements of vocational training providers for the selected profession.

- 1Step 1 Getting the voucher
When all conditions are met, the specialist from the Territorial Subdivision of the NEA issues a nominal voucher (Voucher) on paper and creates an account associated with the unemployed person's IDNP.
- 2Step 2. Identifying the training service provider
The unemployed person who has received the voucher must identify, within 7 calendar days from the date of issuance of the voucher, the provider from the list of those registered on the "Voucher for vocational training" Platform and inform the territorial employment subdivision about the selected provider. The territorial employment subdivision concludes the vocational training contract with the unemployed person after the provider has accepted the voucher.
- 4Vocational training course
The unemployed trainee benefits from a non-taxable monthly scholarship, in the amount of 35% of the average monthly salary in the economy for the previous year, which is granted proportionally to the attendance at the vocational training courses.
