    Step 1. Submission of the application

    The application must be submitted: 1) at the INST counter at the address: Casa presei, str. Pușkin 22, Chisinau municipality, MD-2012; 2) by e-mail at the address: secretariat@inst.gov.md. Note: The model application form can be found in the Attachments.

    Step 2. Processing and Review

    The request for the issuance of the approval for participation in public tenders with the file (list of necessary documents) is received and registered by the Document Management Service. The management of the Inspectorate applies the resolution and establishes the executor responsible for the examination (as the case may be, of the working group). Within 3 days, the document management service issues the confirmation of receipt. The inspectorate is to verify the correctness of the request and the presence of the mandatory annexes within 3 working days from the moment of registration of the request. The responsible person will examine the correspondence of the information presented by the applicant in the application and annexes with the de facto situation, prepare the draft notice for participation in public tenders and coordinate with the subdivisions, according to the Regulation.


    Upon acceptance of the request, the draft of the opinion will be elaborated strictly on compartments/domains as requested in the economic agent's request, and in the "Note" compartment, the executor will record the subcategories, according to the application form. If the application was drawn up incorrectly, or its appendices do not fully contain the list of mandatory documents and/or complete information, the executor prepares an action to inform the applicant about the suspension of its examination until the non-conformities are removed.

    Step 3. Issue/suspend the Notice

    Following the examination of the attached documents, the Inspectorate will issue the Notice, which can be received at the INST counter. In the case of suspending the examination of the application due to incorrect preparation and/or its annexes do not contain the full list of mandatory documents and/or complete information, the provider (INST) will inform the beneficiary/applicant about the conditions for remediation through the reply letter. The procedure for suspending the examination of the request for issuance of the Notice will be sent to the applicant at the postal or electronic address indicated in the request.
