Certification of civil status facts recorded in the localities on the left bank of the Dniester and municipality of Bender
By certification of civil status recorded on the left bank of the Dniester and mun. of Bender is understood to mean the confirmation of the occurrence and recording of a declared civil status fact on the left bank of the Dniester River by issuing an approved unique civil status document (certificate or extract from the civil status act), and the civil status fact is given legal effects. It is possible to obtain civil status documents only if it is possible to examine and assess the circumstances in which a civil status event has occurred and has been documented: birth, marriage, divorce by common consent, change of name, change of personal data recorded, recognition of paternity by common consent of the child's parents, death.
The following civil status records may be subject to certification of the following civil status events recorded without the establishment of files in the localities on the left bank of the Dniester and the municipality of Bender:
- birth recorded within 1 year of the event and paternity by joint agreement of the parents;
- marriage;
- divorce by joint agreement;
- death.
The civil status facts recorded with the establishment of civil status records in the localities of the left bank of the Dniester and municipality of Bender may be subject to certification in the following cases:
- birth and death that were recorded in the procedure similar to the subsequent registration;
- change of name and/or surname;
- modification of data recorded in the localities of the left bank of the Dniester river and municipality of Bender;
- reconstitution and annulment of civil status documents or records of civil status in the localities of the left bank of the Dniester river and municipality of Bender.
The provision of services for the certification of civil status events produced and recorded in the localities on the left bank of the Dniester River is carried out by the territorial subdivisions of the Public Services Agency (CSS), specially designated for this purpose by the Order of the Public Services Agency no. 440 of July 15, 2019:
- Civil Status Service Sanatauca, located in the village of Sanatauca;
- Civil Status Service Rezina, located in the Multifunctional Centre Rezina;
- Civil Status Service Dubasari, located in the village of Cosnita;
- Civil Status Service Anenii Noi, located in the Multifunctional Centre Anenii Noi;
- Civil Status Service Varnita, located in the village of Varnita;
- Civil Status Service Stefan Voda, located in the Multifunctional Centre Stefan Voda.
The territorial competence of the civil status services is determined by the person's place of residence and the locality in which the civil status fact concerning a person was recorded. All localities on the left bank of the Dniester and mun. of Bender are assigned to a territorial subdivision with special competence to certify the civil status records of the PSA, according to the criterion of the locality's location in the vicinity of the PSA subdivision

- 1Step 1. Submitting the application
The application for certification of civil status facts recorded in the localities of the left bank of the Dniester and municipality of Bender can be submitted to the civil status department of the applicant's domicile. Residents of the left bank of the Dniester and the municipality of Bender should apply to the specially appointed subdivision to which the applicant's place of residence is assigned.
The civil status document is issued by the Civil status service to which the locality where the civil status event was recorded is assigned, which is why when the application is submitted to the civil status service after the applicant's place of residence, it is returned to the civil status service competent for issuing the document for examination.

The picking up of the civil status document/notice of the impossibility or inadmissibility of certifying the civil status fact is carried out at the civil status service to which the locality where the civil status fact was recorded is assigned.
In accordance with the provisions of point 1, section 1 of Annex no. 3 to Government Decision no. 966/2020 on the services provided by the Public Services Agency, the service is provided free of charge to the following categories of persons, citizens of the Republic of Moldova:
In accordance with the provisions of paragraph (3) of the same point, the application for the provision of the civil status service, free of charge, shall be examined within the maximum time limit set for the provision of the service (20 working days).
