Electronic identity card of the citizen of the Republic of Moldova

Electronic identity card is the identity document for internal use, which is issued at the request of a citizen of the Republic of Moldova with full capacity. The electronic identity card containing the means of electronic signature and public key certificates, which are introduced into the electronic data storage medium. 

The electronic identity card is issued for 10 years. 

Public key certificates are valid for a period of 2 years, and at the expiration of this period, at the request of the holder of the valid electronic identity card, new certificates are issued at the set fee.

Expiry of the validity period of the public key certificates and/or failure of the electronic data storage medium shall not affect the validity of the identity card.

Beneficiaries of reliefs in the issuance of the Republic of Moldova citizen's identity card who apply for the issuance of the identity card containing the electronic signature medium and the certificate of public keys shall pay the difference in the established fee for these documents.

The electronic identity card is issued in the following cases: 

  • at the first issuance to persons over 18 years of age: who have obtained the passport of the citizen of the Republic of Moldova; citizens of the Republic of Moldova residing in the localities on the left bank of the Dniester and in the municipality of Bender; who have never had identity documents;
  • exchange of Soviet-type passport, provisional identity card or provisional identity card;
  • changing, modifying, rectifying or supplementing personal data;
  • ascertaining inaccuracies, non-conformities, false entries in documents, identity theft or false identity;
  • change of domicile;
  • in case of changing the name or the rank of localities, streets, renumbering or rearrangement of buildings, establishment of localities, streets; in case of changing, rectifying or supplementing the data of the domicile address;
  • in case of loss, theft or damage;
  • expiry of the period of validity;
  • acquisition or regaining of citizenship of the Republic of Moldova;
  •  in case of repatriation;
  •  at the request of the holder to exchange it. 

The application for the issuance of the electronic identity card shall be rejected if the applicant has submitted fraudulent information or the submitted documents are insufficient, contain discrepancies, are invalid or are found to be not authentic.

If the application for the issuance of identity documents is rejected in accordance with the legal provisions, the competent authority is obliged to inform the applicant in writing or by electronic means of communication of the reasons for the rejection of the application within the time limit set for the examination of the application.

    Step 1. Submitting the application

    The application for the issuance of the electronic identity card of the citizen of the Republic of Moldova and for the issuance of certificates of public keys shall be submitted by the applicant with full capacity at the counter, at any service for the issuance of identity documents (SIID), including the multifunctional centre of the Public Services Agency.

    Step 2. Paying for the service

    Payment of the tariff for the requested service through the Government Electronic Payment Service Mpay.

    Step 3. Processing and Examination

    • Taking facial image and scanning fingerprints and signature.
    • Completion of the e-CA application-questionnaire and electronic applications for the issuance of public key certificates (SAC and SAN).
    • Completion of paper applications for the issuance of public key certificates (STISC application template).
    • Assignment of the status of the previous identity card as ''invalid/returned to holder''.
    • Order processing.

    Step 4. Handing over the identity card to the applicant

    The identity card shall be issued at the counter of the structural subdivision of the PSA, against signature, personally to the holder.
