Provisional ID card
The provisional ID card is issued in special circumstances for use within the territory of the Republic of Moldova to citizens of the Republic of Moldova, specifically to:
- Persons who have applied for an ID card and request a provisional identity document during its production period;
- Persons who do not possess all required documents for ID card issuance and do not hold another valid identity document (passport, travel document);
- Socially vulnerable persons to benefit from emergency social, medical or legal assistance;
- Persons without valid identity documents to benefit from civil status services that require ID card changes;
- Persons without valid identity documents who are serving prison sentences, detained or in pre-trial detention, at the request of competent authorities;
- Persons renouncing their state identification number;
- Authorized emigrants without valid identity documents;
- Persons for whom fingerprint collection is temporarily impossible;
- Eligible voters who, on election day, do not possess any identity document required for voting under legal provisions in the electoral field.
The validity period of the provisional ID card is determined by the Public Services Agency (PSA) and cannot exceed 1 year.
For persons serving prison sentences, the provisional ID card is issued for the duration of detention but not more than 10 years, while for persons renouncing their state identification number - for a period of 10 years.
Provisional identity documents issued until March 31, 2025 remain valid according to their validity period, unless situations occur where they become invalid according to legal provisions.

- 1Step 1. Submitting the application
The application for issuance of the provisional identity card of the citizen of the Republic of Moldova shall be submitted in the following ways:
- in the country, at any service for issuing identity documents (SIID), including the multifunctional centre of the Public Services Agency;
- abroad, at diplomatic missions or consular offices (DMCO) of the Republic of Moldova. If there is no DMCO in the applicant's state of residence, the application may be submitted to any DMCO.

Payment of the tariff for the requested service through the Government Electronic Payment Service MPay.
