Passport of the citizen of the Republic of Moldova
The passport of the citizen of the Republic of Moldova is an identity document of the national passport system of the Republic of Moldova, which is issued, regardless of age, to citizens of the Republic of Moldova, who meet the legal requirements and are not in one of the situations of suspension of the right to free movement abroad.
Passports are issued to persons under 7 years of age for a period of 4 years, to persons between 7 and 16 years of age for a period of 7 years, and to persons over 16 years of age for a period of 10 years. For citizens whose fingerprints cannot be taken temporarily, the passport is issued for 12 months.
The passport is issued in the following cases:
- issuing the first passport;
- changing or amending personal data;
- expiry of validity;
- declaring loss, theft or damage;
- applying for a second passport;
- acquiring citizenship of the Republic of Moldova;
- finding non-conformities, false entries in documents, identity theft and false identity;
- authorizing emigration.
The passport is issued on the basis of an application submitted in person by the applicant over 18 years of age at any identity document issuing service, including the multifunctional center of the Public Services Agency, and abroad, at diplomatic missions or consular offices (DMCO) of the Republic of Moldova. If there is no DMCO in the applicant's state of residence, the application may be submitted to any DMCO.
Submission of the application by other persons is allowed in the following special circumstances:
- in the case of a child, including a child with the status of a child left without parental care or with the status of a child temporarily left without parental care, for whom guardianship or curatorship is established, the legal representative of the child (one of the parents, guardian, curator) shall act as the applicant, with the mandatory presence of the child;
- in the case of a child whose parents are minors or whose only parent is a minor, the legal representative of the minor parents/only parent who is a minor shall act as the applicant;
- in the case of a child separated from his/her parents, including a child placed in foster care, with the exception of guardianship/custody, or in residential care, the application shall be submitted by the territorial guardianship authority within whose territorial jurisdiction the child's place of stay or place of placement is located, with the mandatory presence of the child;
- in the case of a person subject to a legal guardianship measure in the form of guardianship, the legal representative (guardian) acts as the applicant, in the mandatory presence of the person represented;
- in the case of a person who is immobilized and for whom fingerprinting is not mandatory or impossible, the application may be submitted by the authorized representative by a power of attorney authenticated by a notary or other persons authorized by law to perform such function or by a power of attorney based on electronic signature, recorded in the Register of Powers of Attorney based on electronic signature;
- in the case of a person who is hospitalized in a medical institution and is in a serious condition (unconscious, comatose), the application is submitted by the person acting in his/her interest (family member, relative), or, in the absence of such a person, at the request of the medical institution concerned or the local public authority, if the hospitalized person is receiving social assistance;
- in the case of a mentally ill or physically, mentally or psychologically handicapped person who is being cared for in a treatment or social institution and for whom no form of care measure is in place, the passport is issued on application by the institution concerned.
If a guardianship measure is established for a person with full capacity and his/her condition does not allow him/her to make an independent decision on the issuance of the passport, the person under guardianship shall be assisted by the person responsible for the guardianship (assistant, future guardian, provisional guardian, curator, members of the family council, as well as other persons responsible for the guardianship under the legal conditions) when submitting the application.
Provision of the public service of issuing passports on the basis of a power of attorney granted through the automated information system ''Register of powers of attorney based on electronic signature'' (MPower):
- obtaining the passport of the citizen of the Republic of Moldova in the name of the child represented by the parent authorized by the other parent to carry out all legal actions in order to issue the passport in the name of the child (if the maintenance and domicile of the minor has been established by a court decision with one of the parents);
- obtaining the passport of a citizen of the Republic of Moldova for a person who is immobilized and for whom fingerprinting is not mandatory or impossible;
- collecting the passport of the citizen of the Republic of Moldova.
The passport is available for delivery to the applicant's home or temporary residence or place of stay through MDelivery.

- 1Step 1. Submitting the application
The application shall be submitted in the following ways:
- in the country, at any service for issuing identity documents (SIID), including the multifunctional center of the Public Services Agency;
- abroad, at diplomatic missions or consular offices (DMCO) of the Republic of Moldova. If there is no DMCO in the applicant’s state of residence, the application may be submitted to any DMCO.
The MDelivery service can also be requested when submitting the application, which ensures the delivery of the passport at home, both in Moldova and abroad.
- 2Step 2. Paying for the service
Payment of the tariff for the requested service through the Government Electronic Payment Service MPay.

- Biometric data capture (facial image capture, signature scanning, fingerprint collection, processing and saving).
- Completion of the application-questionnaire PA.
- Assigning the status of the previous passport "invalid/returned to holder", printing the receipt and/or making the declaration of loss or theft of the passport.
- Processing the order and deciding whether to issue the passport or reject the application.
- Making the passport and checking the quality of the final product.
- 4Step 4. Issuing the passport
The passport of the citizen of the Republic of Moldova is delivered, against signature, at the SIID counter, including at the multifunctional center of the Public Services Agency, and abroad, at the DMCO of the Republic of Moldova, either in person to the holder or to his/her legal representative, or the representative empowered by a power of attorney authenticated by a notary public or by other persons authorized by law to perform such function or by a power of attorney based on electronic signature, recorded in the Register of powers of attorney based on electronic signature, or the person acting on his/her behalf in accordance with the legal provisions.
At the applicant's request, identity documents may be delivered to the person's home address or place of temporary residence or place of stay via the government delivery service (MDelivery).
The conditions for the provision of the concessionary service are stipulated in point 4 of Annex No. 3 of Government Decision No. 966/2020 on the services provided by the Public Services Agency.
