Sanitary operating permit for facilities

The sanitary operating permit for facilities is the procedure through which NAPH confirms compliance with one or more activities carried out by the economic agent with sanitary legislation.

    Step 1. Submission of the application.

    The applicant (or legal representative) submits the request either personally or with the assistance of the receptionist at the counter by accessing the "Apply" button (https://actpermisiv.gov.md/#/ep/permit/9).

    Step 2. Reception and verification of the application.

    In the case where the Applicant (or legal representative): a) submits the application and necessary documents with the assistance of the receptionist at the counter, the receptionist:

    • will receive and properly register the application for the permit and the documents submitted by the applicant;
    • will immediately and unconditionally issue the certificate of receipt to the applicant;
    • will send the case (electronic copies of the application and documents submitted) to the issuing authority for review. The application may only be returned to the applicant if it lacks necessary information for identification. b) submits the application and uploads documents directly into the system, the system:
    • will automatically generate the electronic document confirming receipt of the application and documents ('certificate of receipt');
    • will automatically forward the application and document set to the issuing authority.

    Step 3. Processing of the application.

    The issuing authority (specialist) opens the case, examines the application and accompanying documents, and verifies compliance with the conditions. If there is a lack of documents/information required explicitly by legislation, the issuing authority (specialist) will suspend the examination period of the application and promptly inform the applicant about this, specifying and describing the grounds for the suspension, the timeframe, and the actions needed to remedy the situation to proceed with the examination of the application.

    Step 4. Verification procedure

    Within 5 working days from the date of submission of the application, based on the risk assessment, an on-site visit is conducted, and if necessary, laboratory investigations are ordered and a report of the examination of the facility is drawn up. This report indicates compliance or non-compliance with the sanitary-hygienic criteria established for the sanitary operating permit of the facility, and, if necessary, remedial measures are prescribed.

    Step 5. Sanitary prescription

    In case of serious non-compliance with sanitary norms and impossibility to rectify the identified non-conformities, a refusal of sanitary authorization is issued and a sanitary prescription is issued.

    Step 6. Finalizing the permissive act.

    If the facility/activity complies with sanitary norms, the specialist finalizes the permissive document, which will be reviewed and signed by the head of the NAPH (National Agency for Public Health) or, as appropriate, by the head of its territorial subdivision.

    Step 7. Electronic notification and reception of the permissive document

    When the permissive document (letter) is ready, the applicant (legal representative) receives an electronic notification, downloads the permissive document from SIA GEAP, and confirms receipt of the document. If the permissive document is issued on paper (upon request or according to the requirements of the requesting institution), the specialist prints the permissive document, delivers it through a single window to the applicant (or their legal representative), and confirms receipt.
