Notification of alternative child care activity

The applicant (or his legal representative) fills out the Notification form to which he attaches the necessary documents and sends them to the ANSP e-mail: ghiseu@ansp.gov.md or submits them to the institution's one-stop shop at the address: Chisinau municipality, Cosmescu str. , 3. Before the initiation of alternative childcare services, as a preliminary measure to verify the service's compliance with sanitary requirements, the employer/provider may request from the National Agency for Public Health advisory support in accordance with the legislation on state control of the activity of enterprising.
The ANSP specialist verifies the correctness of filling out the notification form and the presence of the attached documents. If the documentation submitted by the applicant is incomplete, ANSP suspends the deadline for its examination and sends to the address of the provider within a maximum of 3 days from the date of submission of the notification a request regarding the remedy of the shortcomings.
Following the examination of the materials presented, the National Agency for Public Health within 10 days from the date of submission of the notification sends the service provider the notice of acceptance or refusal in the notification indicating the reason and basis of the refusal.
*After notification of alternative child care services, the unit will be included by the National Agency for Public Health in the Register of persons subject to control.

To notify the intention to carry out alternative childcare activities, you must submit an application accompanied by the following documents:
- Notification application;
- Self-assessment report.
The application can be submitted:
- In person or through a legal representative, at the counter;
- Online, by clicking the “Apply” button.

Examination of the request for notification and the attached documents
After submitting the application, the ANSP specialist will examine the notification request and the attached documents. The correctness of the notification form completion, as well as the content of the self-assessment report, will be verified.
If the submitted documents are incomplete or incorrect, you will receive an official notification within no more than 3 days from the submission date, requesting you to complete or correct them. You have a maximum of 10 calendar days to provide the additional information or documents.
If you do not respond within this period, the notification request will be rejected, and you will be informed in writing about the decision made.

Perfection of the «Notification» project
After reviewing the documents, the responsible person within ANSP will prepare the "Notification Notice."
The document will contain the decision to accept or reject the notification.
In case of rejection, it will indicate:
- The grounds for refusal, and
- Recommendations for remedying the situation.

Signing and sending the "Notification Notice"
The "Notification Notice" is signed by the manager and issued within 10 working days, starting from the day the notification is submitted. The applicant (or their legal representative) receives an electronic notification, downloads the Notification Notice, and confirms receipt of the document.

Report of Illumination Measurement
The document certifies that the level of natural lighting in the used spaces (activity rooms, rest rooms, etc.) is adequate and complies with the values provided in sanitary regulations. It is issued based on laboratory measurements and is mandatory to demonstrate that the working environment offers optimal conditions for visual health and comfort of the beneficiaries. The document may be signed with a qualified electronic signature or, where applicable, by hand.
Report of Meteorological and Climatic Factors Measurement
The report reflects the results of measurements of temperature, relative humidity, air flow speed, and other microclimate factors in the rooms used. The document may be signed with a qualified electronic signature or, where applicable, by hand.
Report of Drinking Water Analysis
This document confirms that the water used in the institution (for drinking, food preparation, or hygiene) meets the sanitary requirements for drinking water quality. The report is issued by the National Public Health Agency following laboratory analyses and is mandatory for evaluating the hygienic-sanitary conditions of the premises. It is attached to the file to demonstrate that the water does not pose a risk to the health of beneficiaries or staff. The document may be signed with a qualified electronic signature or, where applicable, by hand.
Notification regarding the initiation of alternative care activities for children
This document is the notification form through which you inform the competent authority of your intention to carry out alternative care activities for children. The form must be completed in accordance with the attached template. The document may be signed with a qualified electronic signature or, where applicable, by hand.
Report of Air Quality Investigation
This document presents the results of analyses regarding the air quality in spaces where activities for children are conducted, organized by the employer at the workplace. The presence or absence of pollutants (e.g., carbon dioxide, dust, toxic substances) is evaluated. The document may be signed with a qualified electronic signature or, where applicable, by hand.
Report of Noise and Vibration Measurement
The document contains data on the noise level and possible vibrations in spaces designated for child care, organized by the employer at the workplace. It is issued based on measurements carried out by authorized laboratories. The document may be signed with a qualified electronic signature or, where applicable, by hand.
Self-Evaluation Report
The evaluation report is a document that certifies that the alternative care activities for children comply with the requirements set forth by the applicable legislation. It verifies whether the space, staff, and conditions provided are safe, appropriate, and in accordance with child protection regulations. The document may be signed with a qualified electronic signature or, where applicable, signed by hand.

Failure to comply with the Health Regulations for alternative child care services entails: - suspension or termination of the validity of the entrepreneur's license, according to art. 8 paragraph (1) letter e) and art. 9 paragraph (1) letter d) of Law no. 93/1998 regarding the entrepreneur's license, for alternative family-type childcare services, - suspension of the activity of alternative childcare services organized by the employer at the workplace.
