Approving training programmes for organisations
The approval of training programmes for Approved Training Organisations (ATO - Approved Training Organisation, DTO - Declared Training Organisation, TO-ATC - Approved Training Organisation for Air Traffic Controllers, TO-CC - Approved Training Organisation for Cabin Crew Members) may be requested by the CAA approved organisations, holders of certificates of approval (ATO, TO-ATC, TO-CC) issued by the CAA or hold the initial DTO training programme approval or organisations (ATO, TO-ATC, TO-CC) requesting a training organisation certificate or a DTO training organisation that has submitted the declaration to the CAA. The applicant submits the application for approval/declaration, as appropriate, of the training organisation or must hold a certificate of approval (ATO, TO-ATC, TO-CC) or hold the initial programme approval (DTO).

- 1Submission of the application
ATO, TO-ATC, TO-CC training organisations submit the application for approval, and DTO training organisations submit the declaration and the training programme at the CAA one-stop shop, located in Chisinau municipality, 80/2 Dacia Blvd or through the electronic address: info@caa.gov.md, in compliance with the legal requirements regarding the electronic document.
- 2Processing and examination
The ATO examination process shall be conducted in accordance with the requirements of Chapter 3, Sections 1 and 3 of the Civil Aviation Procedures and Instructions "Aircrew Certification" CAPI-AC. The examination process for the DTO shall be conducted in accordance with the requirements of Chapter 3, Sections 1 and 2 of the Civil Aviation Procedures and Instructions "Aircrew Certification" CAPI-AC. The examination process for the TO-CC shall be conducted in accordance with the requirements of Chapter 4, Section 7 of the Civil Aviation Procedures and Instructions "Aircrew Certification" CAPI-AC. The examination process for TO-ATC shall be conducted in accordance with the requirements of the Civil Aviation Procedures and Instructions "Certification of Training Organisations" CAPI-ATCO-CTO.
- 3Release/deferral/refusal of release
Approval/refusal of approval of a training program shall be communicated to the applicant at the electronic address, in compliance with the legal requirements for electronic document. In case of initial approval of a training programme for ATO, DTO, TO-CC, TO-ATC organisations, the CAA shall issue the corresponding training organisation approval certificate. In the case of approval of a new training programme for ATO, DTO, TO-CC, TO-ATC organisations, the CAA shall issue the appropriate amended training organisation approval certificate. The documents shall be issued to the applicant at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, Aviation Personnel Licensing Section).
