Authorization for specialized commercial operations
A document, issued in accordance with the law by the Civil Aviation Authority, attesting the capability and right to perform specialized commercial operations (aerial work), other than commercial air transport, in which the aircraft is used for activities in areas such as agriculture, forestry, construction, photography, surveillance, observation and patrolling, aerial advertising, etc.

- 1Submission of the application
The application can be submitted online, by pressing the "Request" button in the Automated Information System for the management and issuance of permissive documents (AIS MIPD) or at the CAA one-stop shop, located in Chisinau municipality, 80/2 Dacia Blvd.

Upon receipt of an application for a specialized commercial operations authorization, the CAA shall examine the operator's risk assessment documentation and Standard Operating Procedures, hereinafter - SOP, related to one or more planned operations.
For organisations holding an Air Operator's Certificate, the examination procedure will be carried out in accordance with the provisions of point 2.1 and subpoint 1 point 2.2 of Chapter 2 of Section 1 of the Civil Aviation Procedures and Instructions CAPI - OPS Part SPO (air work) Specific provisions for specialized commercial operations (air work).
For organisations which do not hold an Air Operator Certificate and apply for the initial issue of a specialized commercial operations authorization, the examination procedure will be conducted in accordance with the provisions of points 1.1-1.5 Chapter 1 of Section 2 of the Civil Aviation Procedures and Instructions CAPI - OPS Part SPO (air work) Specific provisions for specialized commercial operations (air work). All stages of authorization are relevant.
- 3Release/refusal of release
For organisations holding an Air Operator's Certificate, the issuance of the authorization for specialized commercial operations is carried out through the government portal AIS MIPD, in compliance with subpoints 4-5, point 2.2 of Chapter 2, Section 1 of CAPI - OPS Part SPO (air work) or at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, Air Operations Directorate).
For organisations that do not hold an Air Operator's Certificate, the issue of the authorization for specialized commercial operations is carried out via the AIS MIPD government portal, in compliance with subpoints 5-7, point 1.6 of Chapter 1, Section 2, of the CAPI - OPS Part SPO (air work) or at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, Air Operations Directorate).
Refusal to grant the authorization must be notified in writing to the applicant at the electronic address, in compliance with the legal requirements relating to the electronic document.
