Authorization for the operation of radio transmitters

Permissive document, issued in accordance with the law by the competent authority, confirming the right to install and operate radio transmitters for a specific period indicated therein.

All radio transmitters operating in the frequency bands allocated to civil aviation are subject to state registration, and the CAA issues an Authorization for their installation and operation.

The operation of radio transmitters without an Authorization is prohibited.

    Submission of the application

    The application can be submitted:

    1) online - by pressing the "Request" button in the Automated Information System for the management and issuance of permissive documents (AIS MIPD);

    2) at the one-stop shop of the CAA, located in Chisinau municipality, 80/2 Dacia Blvd.

    Processing and examination

    Where the Applicant (or his/her legal representative):

    a) submits the application and the required documents with the assistance of the receptionist at the desk, the receptionist:

    - shall receive and duly register the application for the authorization and receive the documents submitted by the applicant, and

    - shall immediately and unconditionally issue to the applicant the certificate of attestation in accordance with the model indicated in Annex No. 3 to Law No. 160/2011, and

    - shall send the case (electronic copies of the application and submitted documents) to the issuing authority. The application may be returned to the applicant only if the application does not contain the information necessary to identify the applicant;

    b) submits the application and uploads the documents personally directly into the system, the system:

    - shall automatically generate the document in electronic form confirming the receipt of the application and documents ("certificate of attestation") and

    - shall automatically forward the application and set of documents to the issuing authority. The issuing authority opens the case, examines the application and the accompanying documents, checks compliance with the conditions. If it is found that the documents/information expressly required by the legislation are missing, the issuing authority will suspend the time limit for examining the application and will immediately inform the applicant of this fact, specifying and describing the reason for the suspension, the time limit and the remedial actions to be taken in order to initiate the examination of the application. On the basis of the complete set of documents issuing authority examines the case for the decision on issuing the authorization.

    Release/deferral/refusal of release

    After examination of the application and its subsequent documents, in case of compliance with the established requirements, the applicant shall be issued the authorization in accordance with the models provided in Annex No.14 or No.15 to the Regulation approved by Government Decision No. 527/2022.

    The authorization for the operation of radio transmitters installed on board the aircraft (Annex No. 14) is issued after the aircraft is registered in the Air Register of the Republic of Moldova, simultaneously with or after the issuance of the airworthiness certificate of the aircraft. The authorization issued for radio transmitters installed on board the aircraft shall remain valid for the entire period of validity of the certificate of airworthiness, unless one of the cases provided for in Sections 4 and 6 of the Regulation approved by Government Decision No. 527/2022 occurs.

    The authorization for the operation of ground radio transmitters (Annex No. 15) shall be issued for an unlimited period and shall remain valid until the need to make changes to it or until circumstances leading to its revocation are found.

    The authorization shall be issued at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, Air Navigation Directorate), against the signature of the applicant in the Register of Permissive Documents kept by the CAA.

    Refusal to grant authorization shall be notified in writing to the applicant at the electronic address, in compliance with the legal requirements relating to the electronic document.
