Certificate for ground handling enterprise

A permissive act, issued in accordance with the law by the Civil Aviation Authority, confirming the holder's compliance with the conditions set out in its annex. This Annex is an attachment, supplement to the certificate for ground handling enterprise, specifying the ground handling services that may be provided at the aerodrome/airport/heliport by its holder and, where applicable, the applicable limitations.

Submitting the application
The application and supporting documents thereto can be submitted by the applicant in the following ways:
1) online - by pressing the "Apply" button in the Automated Information System for the Management and Issuance of Permissive Documents (SIA GEAP);
2) at the single counter of the CAA, located in Chisinau mun, 80/2 Dacia Avenue.
The application shall be completed according to the attached form.

Processing and examination
The application and its supporting documents shall be examined to verify that the applicant complies with applicable standards and rules and that an adequate level of flight safety and aviation security is ensured.
The applicant shall be informed in writing of deficiencies found during the examination of the documents.

Issuance/deferral/refusal of issuance
In the event of a decision to issue the certificate for ground handling enterprise, this shall be communicated to the applicant by means of an official notice.
The certificate shall be issued via the SIA GEAP and signed by the CAA Director. At the request of the applicant, the certificate may also be issued in paper form.
Refusal to issue the certificate shall be communicated in writing to the applicant at the electronic address, in compliance with the legal requirements relating to the electronic document, and/or by surface mail to an address known to the CAA.

1) the name of the legal entity and the name of the business establishment, the registered office of the legal entity and the correspondence address; 2) the list of equipment for the provision of ground handling services available to the enterprise for the provision of the planned services; 3) the list of rooms, hangars, buildings and edifices available to the enterprise for the provision of the planned services; 4) the data on the organizational structure, the employment scheme, the management of the enterprise which ensures the organization and management of the enterprise's business, the list of the enterprise's personnel, drawn up in accordance with the structure and format established by the CAA in subordinate normative acts; 5) the job descriptions; 6) the personnel training program and plan for each category of handling services provided; 7) the business plan for a period of 1 year, as well as documents confirming that the applicant has sufficient financial means; 8) the copy of the insurance contract(s) and insurance certificate(s)/policy(ies) confirming financial cover in the event of any risks; 9) the copy of the audited financial report for the previous financial year, if the applicant has been engaged in entrepreneurial activity up to the date of application; 10) the information on the safety management system manager (nominated person, training); 11) the safety management system manual, if not integrated in the enterprise manual; 12) the emergency response plan, coordinated with the aerodrome/airport/heliport operator; 13) the company manual, approved by the CAA; 14) the aviation security program, approved by the CAA; 15) the aviation security internal quality control program, approved by the CAA; 16) the aviation security staff training program, approved by the CAA; 17) the cyber security program, if it holds civil aviation data, information systems, and critical electronic communication networks, the compromise of which may endanger the safety and security of civil aviation. For certain categories of ground handling services, additional documents shall be also submitted.
