Air Operator Certificate
Permit issued by the Civil Aviation Authority, in accordance with the law, certifying that an air operator is authorized to perform commercial air transport operations.

- 1Submission of the application
The application can be submitted by the applicant in the following ways:
1) online - by pressing the "Request" button in the Automated Information System for the Management and issuance of permissive documents (AIS MIPD);
2) at the one-stop shop of the CAA, located in Chisinau municipality, 80/2 Dacia Blvd.
The application shall be completed in accordance with the form set out in Annex 2.1 to CAPI - OPS (CAT Part) Specific Provisions for Commercial Air Transportation Operations.

The procedure for issuing the certificate involves the following successive stages, provided for in CAPI - OPS (CAT Part) Specific Provisions for Commercial Air Transportation Operations:
1) information stage;
2) initiation of the certification process stage;
3) documentation evaluation stage;
4) operational demonstrations and inspections stage and
5) certification stage.
The operator shall provide evidence of compliance with the elements set out in ORO.AOC.100 of Annex no. 3 to the Regulation laying down technical requirements and administrative procedures for air operations, approved by Government Decision no. 612/2022.
- 3Release/deferral/refusal of release
The CAA shall issue the Air Operator Certificate through the government portal AIS MIPD, after ascertaining that the operator has proven compliance with the elements set out in ORO.AOC.100 of Annex no. 3 to the Regulation laying down technical requirements and administrative procedures for air operations, approved by Government Decision no. 612/2022. The certificate shall contain the associated operations specifications. This permit may also be issued at the one-stop shop of the CAA (Chisinau municipality, 80/2 Dacia Blvd, Air Operations Directorate).
Refusal to issue the certificate shall be notified in writing to the applicant at the electronic address communicated to the CAA, in compliance with the legal requirements relating to electronic documents.
