Certificate of aerodrome/heliport operator (issued in accordance with the Regulation on the administrative requirements for certain categories of aerodromes, approved by Government Decision No. 737/2020)

Permissive document, issued by the CAA in accordance with the law, certifying the right of a legal person to operate an aerodrome open to public use, including its equipment, in conditions of order and safety.

This certificate shall be issued to applicants who intend to operate an aerodrome that does not provide instrument take-off or approach procedures and who:

1.have a paved runway of less than 800 meters,

2.do not serve helicopters and/or

3.through which less than 10,000 passengers pass per year,

4.on which less than 850 freight operations are performed per year.

    Submission of the application

    The application can be submitted online by pressing the "Request" button in the Automated Information System for the management and issuance of permissive documents (AIS MIPD) or at the CAA one-stop shop, located in Chisinau municipality, 80/2 Dacia Blvd.

    Processing and examination

    During the examination process, the availability of all information necessary to resolve the certification issue is verified. This process involves, in particular:

    1. working with the legal entity interested in obtaining the certificate,

    2. examination of the submitted application with the attached documents, including the expertise of the manual,

    3. evaluation of aerodrome facilities and equipment.

    Release/deferral/refusal of release

    The issuance of the certificate is carried out on-line, through the Automated Information System for the management and issuance of permissive documents (AIS MIPD).

    The certificate can be issued on paper with a holograph signature at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, Airports Directorate), against the signature affixed by the applicant in the Register of certificates issued to aerodrome operators and ground handling undertakings.

    Refusal to grant the certificate shall be notified in writing to the applicant at the electronic address, in compliance with the legal requirements relating to the electronic document, and/or by land mail to the address known by the CAA.
