Approval of aviation security programmes/procedures

The service involves: the examination and approval by the CAA of the security programmes of airport operators, national and foreign air carriers, other aviation agents and state authorities entrusted with responsibilities in the implementation of aviation security measures in accordance with the Law No.192/2019 on aviation security.

    Submission of the application

    The entities defined in point 3 of the National Civil Aviation Security Programme, approved by Government Decision No. 124/2021, shall submit the draft security programme/procedures to the CAA, in 2 signed copies, for examination and approval. The draft shall be submitted to the CAA one-stop shop, located in Chisinau municipality, 80/2 Dacia Blvd (Aviation Security Directorate).

    Processing and examination

    The examination process shall be conducted in accordance with the requirements of points 55 - 58 of the National Civil Aviation Security Programme, approved by Government Decision No.124/2021.

    Release/deferral/refusal of release

    After examining the draft security programme/procedures, the CAA issues the decision on its approval. This decision, together with the security programme/procedures, shall be communicated to the applicant at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, Aviation Security Directorate). The detection by the CAA of any inconsistencies with the provisions of national legislation, including the National Civil Aviation Security Programme, approved by Government Decision No. 124/2021, shall serve as grounds for the cessation (suspension) of the examination and approval of the applicant's programme/procedures. If the necessary conditions laid down by the legislation, including the National Civil Aviation Security Programme, approved by Government Decision No. 124/2021, have not been met or the required legal requirements have not been fulfilled during the period of suspension, the CAA shall refuse to approve the security programmes/procedures.
