Flight Permit
A permit, issued by the Civil Aviation Authority, for aircraft which do not meet or have not been shown to meet the applicable airworthiness requirements, but which can be flown safely under defined conditions and for the following purposes: development; proving compliance with certification standards or specifications; training of staff of design organizations or production organizations; post-production flight tests of newly manufactured aircraft; flying aircraft in production between production facilities; flying the aircraft for acceptance by the recipient; delivery or export of the aircraft; flying the aircraft for acceptance by the CAA; market studies, including training of the recipient's crew; air shows and exhibitions; flying the aircraft to a location where maintenance or airworthiness review or to a place of preservation is to take place; piloting aircraft with a weight in excess of the maximum certificated take-off weight for flight beyond the normal flight distance over water or over land areas where suitable landing conditions are not available or suitable fuel is not available; record breaking, air racing or similar competitions; flying aircraft that meets airworthiness requirements before environmental compliance has been established; for recreational flying activities with simple aircraft or aircraft types for which a certificate of airworthiness or restricted certificate of airworthiness is not necessary; flying an aircraft for diagnostic purposes or to check the functioning of one or more systems, parts or appliances after maintenance.
Any natural or legal person shall be eligible as an applicant for a permit to fly, except for a permit to fly issued for the purpose of point 21.A.701, letter (a), sub-point (15) of Annex No. 1 to the Regulation on the Establishment of Administrative Requirements and Procedures for Airworthiness and Environmental Certification or Declaration of Conformity of Aircraft and Related Products, Parts and Appliances, and Requirements for the Capability of Design and Production Organizations, approved by Government Decision No. 91/2024, where the applicant must be the owner of the aircraft.
Any natural or legal person is eligible as an applicant for an approval of flight conditions.

- 1Submission of the application
The application can be submitted online, by pressing the "Request" button in the Automated Information System for the Management and issuance of permissive documents (AIS MIPD) or at the one-stop shop of the CAA, located in Chisinau municipality, 80/2 Dacia Blvd.
The application shall be submitted in accordance with the form given in Annex no. 3 to the Civil Aeronautical Procedures and Instructions CAPI - AW - PZ Aeronautical Procedures and Instructions for the issuance of flight permit.
The set of documents relating to the application for a flight permit shall be submitted to the one-stop shop of the CAA, including the information referred to in point 21.A.707, letter (b) of Annex no. 1 to the Regulation on the establishment of administrative requirements and procedures for airworthiness and environmental certification or declaration of conformity of aircraft and related products, parts and appliances, as well as requirements concerning the capability of design and production organizations, approved by Government Decision no. 91/2024.

According to the provisions of the Civil Aeronautical Procedures and Instructions CAPI - AW - PZ Aeronautical Procedures and Instructions for the issuance of flight permit - the following stages are successively completed:
(a) the stage of submitting the application and related documents;
(b) the evaluation and documentation stage (including inspection, where appropriate).
- 3Release/deferral/refusal of release
The CAA shall issue the Flight Permit through the Automated Information System for the Management and Issuance of Permit Documents (AIS MIPD) or at the one-stop shop of the CAA (Chisinau municipality, 80/2 Dacia Blvd, Airworthiness Directorate) according to the form in Annex no. 1 to the Civil Aeronautical Procedures and Instructions CAPI - AW - PZ Aeronautical Procedures and Instructions for the Issuance of the flight permit.
The applicant shall return the original of the flight permit to the CAA after the flight has been performed or at the expiry of the validity period of the granted permit.
The refusal to issue the flight permit shall be communicated in writing to the applicant at the electronic address, in compliance with the legal requirements concerning the electronic document.
