Social insurance contract
The following categories of persons may be insured in the public social insurance system on a contractual basis:
(a) Non-employed natural persons (who are not in the situations referred to in Article 4 of the Law no. 489/1999 and/or are not listed in Annex no 1 to the Law);
b) individuals who are owners or tenants of agricultural land, who work the land individually and who are not included in the situations referred to in Article 4 of Law no. 489/1999 and/or are not listed in Annex no. 1 to the Law.
The contract may cover the months of the current budgetary year, as well as retroactive periods, starting from 1999 - for the categories of natural persons who are not employed or who do not realize any insured income, and starting from 2009 - for natural persons who are owners or lessees of agricultural land, who work the land individually and who are not in the situations provided for in Article 4 of the Law no. 489/1999 on the public social insurance system. Retroactive periods are insured at the current year's rate.
The amount of social insurance contributions for persons who conclude a contract with the NOSI shall be established annually by the State Social Insurance Budget Law, in a fixed annual amount, which shall be paid in the amount of not less than 1/12 of that amount, which implies that the contract cannot be concluded for a period of less than one month.
The contract is not concluded with individuals who receive pensions from the public social insurance system, nor with individuals who have insured income during the periods for which insurance through the Contract is requested.
The contract is concluded on paper or electronically, if you possess an electronic signature. Individuals who own or lease agricultural land and cultivate it individually can only conclude a social insurance contract with CNAS on paper, by presenting supporting documents.
The contract is concluded after the payment of the contribution stipulated in the contract, which is confirmed by the payment receipt issued by a banking institution on the territory of the Republic of Moldova or by payment confirmation through the Government Electronic Payment Service MPay.
Insurance by contract is a voluntary action, and the period for which social insurance contributions have been paid based on the contract concluded with the National House constitutes an insured period, which is included in the contribution period for establishing the old-age pension and death benefit.
