Social insurance contract

The following categories of persons may be insured in the public social insurance system on a contractual basis:

    a) Non-employed natural persons (who are not in the situations referred to in Article 4 of the Law no. 489/1999 and/or are not listed in Annex no 1 to the Law);

    b) individuals who are owners or tenants of agricultural land, who work the land individually and who are not included in the situations referred to in Article 4 of Law no. 489/1999 and/or are not listed in Annex no. 1 to the Law.

The contract may cover the months of the current budgetary year, as well as retroactive periods, starting from 1999 - for the categories of natural persons who are not employed or who do not realize any insured income, and starting from 2009 - for natural persons who are owners or lessees of agricultural land, who work the land individually and who are not in the situations provided for in Article 4 of the Law no. 489/1999 on the public social insurance system. Retroactive periods are insured at the current year's rate.

The amount of social insurance contributions for persons who conclude a contract with the NOSI shall be established annually by the State Social Insurance Budget Law, in a fixed annual amount, which shall be paid in the amount of not less than 1/12 of that amount, which implies that the contract cannot be concluded for a period of less than one month.

The contract is concluded after the payment of the contribution provided for in the contract, which is confirmed by the payment voucher issued by the financial banking institution on the territory of the Republic of Moldova.

Insurance under the contract is a voluntary action, and the period for which social insurance contributions have been paid on the basis of the contract concluded with the National Office shall constitute the insured period, which shall be included in the contribution period for the determination of the old-age pension and death grant.
