Authorization for the execution of international flights related to commercial air transport operations by scheduled flights, with landing/take-off on/from the territory of the Republic of Moldova
This authorization is a permissive document issued by the Civil Aviation Authority in accordance with the law, attesting to the right of the aircraft operator to carry out commercial air transport operations according to published timetables and pre-established routes, intended to link two or more airports and where the available commercial capacity is made available to the public against payment.
Relevant : the air carrier must comply with the specific requirements contained in the bilateral or multilateral air services agreements concluded by the Republic of Moldova.
By exception, in accordance with the provisions laid down in the Common Aviation Area Agreement between the Republic of Moldova and the European Union and its Member States, international flights related to commercial air transport operations by scheduled flights, with landing/take-off on/from the territory of the Republic of Moldova, performed by air carriers of the European Union shall

- 1Submission of the application
The application with the related documents can be submitted online by pressing the "Request" button in the Automated Information System for the management and issuance of permissive documents (AIS MIPD) or at the CAA one-stop shop, located in Chisinau municipality, 80/2 Dacia Blvd. The application and the related documents may also be submitted via the electronic address: dri@caa.gov.md, in compliance with the legal requirements regarding the electronic document.

The application with the attached documents shall be examined in accordance with the requirements of points 41 - 53 Section 2, Chapter III of the Regulation on the authorization of flights and use of national airspace by civil and state aircrafts, approved by Government Decision No. 870/2020.
- 3Release/deferral/refusal of release
The authorization is issued electronically through the AIS MIPD or at the CAA one-stop shop (Chisinau municipality, 80/2 Dacia Blvd, International Cooperation and Media Communication Section). In the case of lack of documents/information provided for in Section 2, Chapter III of the Regulation on flight authorization and use of national airspace by civil and state aircraft, approved by Government Decision no. 870/2020, the issuance of authorization is suspended pursuant to the provisions of Administrative Code no. 116/2018. The refusal to grant authorization is communicated in writing to the applicant at the electronic address, in compliance with the legal requirements regarding the electronic document and/or by land mail at the address known by the CAA.

The application for the performance of international flights related to commercial air transport operations by scheduled flights between the Republic of Moldova and States that are not parties to international air transport agreements and conventions shall be submitted (both by Moldovan air carriers and foreign air carriers coming from a State that has not concluded an air services agreement with the Republic of Moldova) at least 45 calendar days before the intended date of commencement of operations.
