  Step 1. Submitting the application

  The application is submitted at the counter of the territorial subdivisions of the PSA.

  Step 2. Vehicle identification and expertise

  Registration, with the exception of provisional registration for test purposes, is carried out only for motor vehicles and trailers identified and verified by a vehicle identification expert, who is responsible for:

  • attesting that the main vehicle identification elements (body number, chassis number and engine number) are original and/or have not undergone unauthorized modifications;
  • attesting the identity of the vehicle in relation to the data mentioned in its registration certificate;
  • attesting that the standard form of the document confirming the previous registration of the vehicle, issued by the competent authorities of the country of origin, is authentic (only for vehicles presented for the first registration in the Republic of Moldova).

  The identification results are indicated in the vehicle identification report and are valid for 30 working days. After the expiry of this period, the vehicle is subject to repeated identification.

  Step 3. Paying for the services

  Payment for the services provided by the PSA is made by the beneficiaries together with the submission of the application for the provision of the service, except for services provided on a contractual basis, for which the conditions for the payment of the tariffs are laid down in the contract.

  Payments made through the Government Electronic Payment Service (MPay) for the services provided by the PSA shall be charged in national currency in accordance with the tariffs set out in the Decision.

  If the payment of tariffs has been made through the Government Electronic Payment Service (MPay), the proof of payment is verified through the institutional information systems by the person responsible for receiving the application, without requiring proof of payment on paper.

  Step 4. Receiving the registration certificate and the license plates

  The registration certificate for the vehicle and, where applicable, the license plates shall be received at the counter of the territorial subdivision of the PSA in person by the holder, either his or her legal representative, or the representative authorized by a power of attorney authenticated by a notary or by a power of representation on the basis of electronic signature, recorded in the Register of powers of representation on the basis of electronic signature (MPower), with the update of the information in the State Register of Vehicles by the specialist.

  At the request of the applicant, the registration certificate may be delivered to the person's home address, temporary residence or place of stay through the government delivery service (MDelivery).

  While the polycarbonate registration certificate is being produced, to the beneficiary will be issued a provisional registration certificate.
